The object of this Green Paper is to explore the scope for bringing those most directly concerned by the drugs problem more closely into the policy process on drugs at EU Level as provided by the EU Action Plan on Drugs 2005-2008[1] and reflected in the European Transparency Initiative[2], it does so by launching a wide-ranging consultation on how to organise a structured and continuous dialogue on this issue between the Commission and civil society, and to seek ways of adding value through constructive advice, with a view to placing the specific experience and knowledge of civil society at the disposal of the policy making process at EU level in a practical and sustainable form.
Le présent Livre vert a pour objet d’examiner les différentes possibilités d’associer plus étroitement les personnes les plus directement concernées par le problème de la drogue à l’élaboration de la politique communautaire dans ce domaine, comme le prévoit le Plan d’action drogue de l’Union européenne (2005-2008)[1] et le reflète l’Initiative européenne en matière de transparence[2]. À cette fin, il engage une vaste consultation sur la manière d’organiser un dialogue structuré et continu sur cette question entre la Commission et la société civile et sur la manière d’apporter une valeur ajoutée par le biais de conseils constructifs, afin que l’expérience et les connaissances spécifiques de la société civile puisse concrètement et durablement être mises à profit lors de l’élaboration de la politique communautaire.

Community-led local development should be implemented through a bottom-up approach by local partnerships that are composed of representatives of the public, private and civil society sectors and that reflect correctly the local society.
