European Citizens' Initiatives were introduced with the Lisbon Treaty and launched as an agenda-setting tool in the hands of citizens in April 2012, upon the entry into force of the European Citizens' Initiative Regulation which implements the Treaty provisions.

3. The organisers shall ensure that personal data collected for a given citizen’s initiative are not used for any purpose other than their indicated support for that initiative, and shall destroy all statements of support received for that initiative and any copies thereof at the latest one month after submitting that initiative to the Commission in accordance with Article 9 or 18 months after the date of registration of the proposed citizens’ initiative, whichever is the earlier.
3. In order to ensure coherence and transparency in relation to proposed citizens’ initiatives and to avoid a situation where signatures are being collected for a proposed citizens’ initiative which does not comply with the conditions laid down in this Regulation, it should be mandatory to register such initiatives on a website made available by the Commission prior to collecting the necessary statements of support from citizens.
En vue d’assurer la cohérence et la transparence des propositions d’initiatives citoyennes et d’éviter la collecte de signatures pour une proposition d’initiative citoyenne qui ne satisfait pas aux conditions fixées par le présent règlement, lesdites initiatives devraient impérativement être enregistrées sur un site internet mis à disposition par la Commission, avant que les déclarations de soutien nécessaires ne soient recueillies auprès des citoyens.

One is creating access, including digital access, to the citizens’ initiative over the Internet in a way which makes it easy to use but is also secure. The second is that if a citizens’ initiative is successful, it should be followed by a legal act.

Within two months of presentation of the citizens" initiative the Commission must decide whether presentation of that initiative has been successful. The decision must include a statement on whether or not the initiative is representative.
