Quite apart from disputing the claims of the Council Legal Service, Senator Türk, echoing various criticisms also raised in the National Assembly, underlined that it was impossible for the Europol Administrative Council to exercise effective control of the Europol Director, owing to both the excessive size of the Council (involving circa 60 individuals, who will number circa 100 after enlargement!) and to the rotating presidency.
Outre qu'il conteste la thèse défendue par le Service juridique du Conseil, le rapporteur ‑ reprenant certains arguments avancés par l'Assemblée nationale ‑ souligne l'impossibilité pour le conseil d'administration d'Europol de contrôler efficacement le directeur de cet organe, tant en raison du trop nombreux effectif du Conseil (60 personnes en pratique, une centaine après l'élargissement!), qu'à cause du système de la présidence tournante.
