The Commission will maximise the use of its existing policies and instruments, in particular the follow-up to the Communication on fighting trafficking in human beings[14] and the relevant Action Plan[15], the Open Method of Coordination on Social Protection and Social Inclusion, the strategic partnership with the International Labour Organisation to fight child labour and the EU Guidelines on children in armed conflicts[16].

Highlights the problem of child labour and recognizes that it is one of the major obstacles to achieving universal primary education completion and reducing poverty and hampers the healthy upbringing and necessary education of these children; thus calls for the promotion of inter-agency coordination and alignment in education aid and child labour policy through strengthening existing mechanisms, including the Global Task Force for Child Labour and Education; finally, calls on the international community, all states concerned and the EU to commit themselves to doing their utmost to eradicate child labour as a matter of urgency and dedicated action;

L. whereas child labour prevents many children from going to school, which is considered to be a luxury when their income is an essential supplement to ensure the survival of all the family; whereas 120 million of the total number of working children work full-time, with the result that their education is either inadequate or non-existent; whereas in certain instances in countries such as India and China a child's education is interrupted because parents migrate to work as labourers abroad and cannot leave the child unattended to continue his/her education,

Child labour exists everywhere: among immigrants or third-country nationals, among all those young people who drop out of education before they reach the age of majority, who are exploited, underpaid and untrained, thereby constituting a serious problem of exploitation and undeclared work because they do not have a qualification which can be used to ensure that they are adequately paid.
Le travail des mineurs existe partout : parmi les immigrés originaires pays tiers, parmi tous les jeunes qui quittent l'école avant la majorité et qui sont exploités, sous-payés et non formés. Cela constitue donc un grave problème d'exploitation et de travail non déclaré parce que ces jeunes ne possèdent pas une qualification justifiant une rétribution correcte.
