The application of this Regulation should be without prejudice to the Member States’ obligations and rights over the high seas, in accordance with Article 12 of the Chicago Convention, and in particular with Annex 2 to the Chicago Convention, as well as the obligations of Member States and the Union under the United Nations Convention on the Law of the Sea and the obligations of Member States under the Convention on the International Regulations for Preventing Collisions at Sea, 1972.
L’application du présent règlement ne devrait pas porter atteinte aux obligations et droits des États membres au-dessus de la haute mer, conformément à l’article 12 de la convention de Chicago, et notamment son annexe 2, ainsi qu’aux obligations qui incombent aux États membres et à l’Union en vertu de la convention des Nations unies sur le droit de la mer, et aux obligations qui incombent aux États membres en vertu de la convention de 1972 sur le règlement international pour prévenir les abordages en mer.

In order to ensure consistency between the transposition of provisions of Annex 2 to the Chicago Convention set out in this Regulation and the future provisions stemming from other annexes to the Chicago Convention, which will be included in the next stages of work as well as the implementation of future Union rules, the initial provisions should be revisited where necessary.
Afin de garantir la cohérence entre la transposition des dispositions de l’annexe 2 de la convention de Chicago énoncées dans le présent règlement, les dispositions futures découlant d’autres annexes de la convention de Chicago, qui feront l’objet des prochains travaux, et l’application des futures règles de l’Union, il y a lieu, le cas échéant, de réexaminer les dispositions initiales.

In accordance with Articles 1(3) and 13 of Regulation (EC) No 549/2004 and Article 2 of Regulation (EC) No 216/2008, the single European sky initiative should assist the Member States in fulfilling their obligations under the 1944 Chicago Convention on International Civil Aviation (hereafter the Chicago Convention) by providing for common interpretation and implementation.
Conformément à l’article 1er, paragraphe 3, et à l’article 13 du règlement (CE) no 549/2004, ainsi qu’à l’article 2 du règlement (CE) no 216/2008, l’initiative «ciel unique européen» a pour objectif d’aider les États membres à remplir leurs obligations au titre de la convention de Chicago de 1944 relative à l’aviation civile internationale (ci-après la «convention de Chicago») en jetant les bases d’une interprétation et d’une mise en œuvre communes.

(7) The European Aviation Safety Agency carries out on behalf of the Member States the functions and tasks of the State of Design, Manufacture and Registry when related to design approval, as specified in the Chicago Convention and its Annexes, and therefore, in accordance with Annex 13 to the Chicago Convention, should be represented during a safety investigation to contribute to its efficiency and to ensure safety of aircraft design, without affecting the independent status of the investigation.
(7) L'Agence européenne de la sécurité aérienne assume, au nom des États membres, les fonctions et les tâches de l'État de conception, de l'État de construction et de l'État d'enregistrement liées à l'approbation de la conception, conformément à la convention de Chicago et à ses annexes. References to provisions of Annex 15 to the Chicago Convention should not automatically imply a reference to Annex 4 to the Chicago Convention or other Annexes to the Chicago Convention.

Annex 15 to the Convention on International Civil Aviation (hereinafter the Chicago Convention) should provide the main baseline for the data quality requirements.

(2) The Community should lay down, in line with standards set by the Convention on Civil Aviation, signed in Chicago on 7 December 1944 ("the Chicago Convention"), essential requirements applicable to persons and organisations involved in the operation of aircraft, as well as to persons and product involved for the training and medical examination of pilots.
(2) Conformément aux normes définies par la convention relative à l'aviation civile internationale signée à Chicago le 7 décembre 1944 (ci-après dénommée "convention de Chicago"), la Communauté devrait définir des exigences essentielles applicables aux personnes et organismes intervenant dans l'exploitation des aéronefs, ainsi qu'aux personnes et aux produits intervenant dans la formation et l'examen médical des pilotes.

At the same time, the procedures should respect the air carrier's rights of defence and should be without prejudice to international agreements and conventions to which the Member States or the Community are parties, in particular the 1944 Chicago Convention on International Civil Aviation.
Dans le même temps, les procédures devraient respecter les droits de la défense du transporteur aérien et être sans préjudice des conventions et accords internationaux auxquels les États membres ou la Communauté sont parties, s'agissant en particulier de la Convention de Chicago de 1944 relative à l'aviation civile internationale.

(4) Air navigation services should be developed in line with the general safety and performance objectives, in accordance with the principles laid down by the Convention on International Civil Aviation signed at Chicago on 7 December 1944 ("Chicago Convention" ).
(4) Le développement des services de navigation aérienne doit se conformer aux objectifs généraux de sécurité et de performance en cohérence avec les principes établis par la convention relative à l'aviation civile internationale signée à Chicago le 7 décembre 1944 (Convention de Chicago).
