– (FR) In the light of the horrific tragedy which occurred in Moscow and the horrific tragedy which has been going on for years in Chechnya, we feel it is necessary, on the eve of the EU-Russia Summit, in the presence of the Commission and of Mr Solana, to include a debate on Chechnya in our debates on foreign policy, as there are questions that we wish to raise with Russia regarding the massacres that have been carried out in Chechnya and regarding the lack of information Russian citizens were given following the horrific, tragic hostage-taking.
- Effectivement, vu d'abord l'horrible tragédie qui a eu lieu à Moscou et vu l'horrible tragédie qui a lieu depuis des années en Tchétchénie, à la veille du sommet Union européenne/Russie, nous estimons qu'il est nécessaire, en présence de la Commission et en présence de M. Solana, d'inclure dans nos débats de politique étrangère un débat sur la Tchétchénie, car il est des questions que nous voulons poser à la Russie concernant les massacres qui ont lieu en Tchétchénie, concernant la non-information des citoyens russes après l'horrible tragédie de la prise d'otages.

– (SV) Mr President, ten days ago, the UN’s Commissioner for Human Rights, Mary Robinson, returned home from a visit to Russia where she was to investigate the situation in Chechnya in regard to human rights abuses.

The European Union expresses its appreciation of the mission to Chechnya by the representative of the OSCE Presidency and confirms its support for the efforts made in that connection, particularly with regard to the dispatch of further missions - which must be in a position to carry out their mandate in full - on questions involving human rights, restoration of constitutional order in accordance with international obligations concerning human rights and preparations for free and fair elections in Chechnya.
L'Union européenne exprime son appréciation de la mission menée sur place par le représentant de la Présidence de l'OSCE et confirme son appui aux efforts entrepris dans ce cadre, notamment en ce qui concerne l'envoi de missions ultérieures, qui doivent être en mesure de remplir complètement leur mandat, visant les questions liées aux Droits de l'Homme, la restauration de l'ordre constitutionnel en accord avec les obligations internationales en matière de Droits de l'Homme et la préparation d'élections libres et justes en Tchétchénie.

The Ministers of the European Union and of the associated countries of Central and Eastern Europe renew their urgent calls, regarding the situation in Chechnya, for: - the conclusion of a cease-fire without delay; - the start of negotiations with representative spokesmen to find a political solution; - unhindered access for humanitarian aid.
Les Ministres de l'Union Européenne et des pays associés d'Europe Centrale et Orientale renouvellent, à propos de la situation en Tchétchénie, leur appel pressant : - pour la conclusion sans délai d'un cessez-le-feu, - pour l'engagement de négociations avec des interlocuteurs représentatifs, en vue d'une solution politique, - pour un acheminement sans entraves de l'aide humanitaire.
