I have always understood, and I think I may have said this before, that committee chairmen simply cannot abandon the defence and explanation of their reports as occurred here with the Rules Committee chairman.
J'ai toujours cru, comme je l'ai déjà dit, que les présidents de comité ne peuvent pas simplement abandonner la défense et l'explication de leurs rapports, comme cela s'est produit ici dans le cas du président du Comité du Règlement.
