7. If a Member State or the Commission has doubts as to whether a diploma, degree, certificate or other evidence of formal qualifications meets the minimum training conditions referred to in Articles 26, 28, 36, 41, 45, 47, 52 and 55 respectively, the Commission shall bring the matter before the relevant committee referred to in Article 67 within three months of communication pursuant to paragraph 6.

Nationals of Member States wishing to acquire one of the diplomas, certificates or other evidence of formal qualifications of specialist doctors not referred to in paragraph 1, or which, although referred to in paragraph 1, are not awarded in the Member State of origin or the Member State from which the foreign national comes, may be required by a host Member State to fulfil the conditions of training laid down in respect of the speciality by its own law, regulation or administrative action.

Stephen Owen moved, That Bill C-36, in Clause 104, be amended by replacing lines 17 to 27 on page 125 with the following: Certificate under Canada Evidence Act 70.1 (1) Where a certificate under section 38.13 of the Canada Evidence Act prohibiting the disclosure of personal information of a specific individual is issued before a complaint is filed by that individual under this Act in respect of a request for access to that information, the provisions of this Act respecting that individual's right of access to his or her personal information do not apply to the information that is subject to the certificate.
