Welcomes the EU strategy for the Horn of Africa, and in particular its comprehensive approach based on tackling the security and stability concerns, enforcing the rule of law and ensuring due process, which must include functioning law enforcement mechanisms and procedures as well as an independent judicial system, whilst addressing the underlying causes thereof, in particular through developmental and humanitarian strategies based on clear objectives; urges the full implementation of the EU Strategic Framework for the Horn of Africa and supports its five prongs based on: (i) building democratic, robust and accountable political structures in all countries of the Horn of Africa; (ii) working with the countries of the region and with regional and international actors and organisations to resolve conflicts, including through addressing their root causes; (iii) ensuring that existing insecurity in the region does not threaten the security of other neighbouring states or other regions or countries; (iv) supporting efforts to promote economic growth and reduce poverty; (v) supporting political and economic regional cooperation; stresses the importance of promoting sustainable economic growth in the region and reducing poverty, by responding to the basic needs of people ;

Emphasises the central role of sound budgetary management, based on a set of rules and procedures aimed at determining how public budgets are to be prepared, implemented and monitored in the medium term, taking account of the Member States' budgetary consolidation and the reorganisation of public expenditure, to be accompanied by a context analysis method (at Community, national and local level) and the definition of objectives, including prior and subsequent impact assessment, verification and evaluation of results and performances, and adjustment mechanisms by PBB; considers that steps should be taken to ensure that Member States' fiscal governance rules are homogeneous and context-driven in as regards both their timing and their objectives, in particular within the euro area; considers also that those fiscal governance rules should be linked to economic governance, with a view to promoting shared budgetary, economic and investment options, being geared to the same goals in order to be more effective and have a multiplier effect, and achieving significant results, which are all the more necessary in difficult economic circumstances such as those currently being experienced; takes the view that there is a danger that uncoordinated national economic revival plans may cancel each other out; notes, with this in mind, that national budgets must be drawn up on the basis of joint economic perspectives and analyses;

THE COUNCIL CALLS UPON THE COMMISSION 1. to facilitate industrial cooperation with the countries of Central and Eastern Europe by supporting the development of a climate and a regulatory framework favourable to enterprises and to inter- enterprise agreements; to that end, and in order to overcome barriers to industrial cooperation and to greater integration in the European economy, the following are deemed priorities: (a) increased support for those countries to improve the framework conditions for investment, and in particular transparency and legal security for investors, and the alignment of investment protection rules on those obtaining within the Community; (b) technical assistance for the countries of Central and Eastern Europe to take over the acquis communautaire on competition, which is a necessary condition for setting up an internal market and developing trade and industrial investment; (c) increased technical assistance to bring standards and conformity evaluation procedures into line with those in force within the Community, including environmental protection standards, in particular by encouraging the CCEE to join the relevant international standardization organizations; (d) a significant increase in the organization of round tables between Community and East European industrialists on technological and market trends to boost the development of industrial cooperation; (e) a special effort to strengthen scientific and technological cooperation, particularly in terms of the information society and to improve links between research and industrial development in those countries; 2. to promote cooperation between industrial operators by means of flanking and support measures for the implementation of projects, namely: (a) development of management training initiatives carried out in particular by Community industrial operators, notably for East European company executives; (b) increased support for feasibility and profitability studies of specific pr ...
