The beneficiaries of cooperation are the entities of the Central American Integration System (SICASIECA, PARLACEN (ES)), intergovernmental organisations and commissions, national organisations and members of civil society participating in the regional integration process.

RECOGNIZING the advances in the Central American economic integration process, such as for example, the efforts towards a prompt establishment of a Central American Customs Union, the entry into effect of the Trade Dispute Settlement Mechanism, the signing of the Central American Treaty on Investment and Trade in Services; as well as the need to deepen the process of regional integration, regional trade liberalization and economic reform within the Central American region;

The Parties agree that cooperation in this field shall aim to reduce the vulnerability of the Central American region to natural disasters through strengthening regional research, planning, monitoring prevention, response and rehabilitation capacities, harmonizing the legal framework and improving institutional coordination and government support.

1. The Parties agree that cooperation in this field shall reinforce the process of regional integration within the Central American region, in particular the development and implementation of its common market.

take carefully into account the fact that the joint EU-Central American assessment of Central America's economic integration highlights a number of important practical conclusions to be drawn at the operational level (as regards the institutional framework, economic integration, the customs union, technical barriers to trade, the rules on sanitary and phytosanitary measures, regional liberalisation of services and investment, public procurement, intellectual property rights and the geographic information system, competition, and the trade defence instrument) so as to strengthen, develop, and complete the Central American customs union and the common internal market, which are essential in order to negotiate and establish a genuine FTA encompassing the two regions;

At sub-regional level EU cooperation has focused on providing support for regional integration. This includes a project for "Harmonisation of Technical Standards, Technical Regulations and Conformity Assessment Procedures", aimed at facilitating the free circulation of goods between Mercosur member countries, and between Mercosur and the European Union; a trade- related technical assistance programme to support the process of the creation the Common Andean Market; and a programme supporting the Central American integration whose specific objective is to increase the capacity of the Central American Integration System (SICA) and of civil society to strengthen and deepen the process of integration and co-operation.
Au niveau sous-régional, la coopération communautaire se concentre sur l'appui à l'intégration régionale et comporte notamment un projet d'«harmonisation des normes et réglementations techniques et des procédures d'évaluation de la conformité» visant à faciliter la libre circulation des marchandises entre les pays membres du Mercosur et entre le Mercosur et l'Union européenne, un programme d'assistance technique liée au commerce à l'appui du processus de création du marché commun andin et un programme en faveur de l'intégration de l'Amérique centrale ayant pour objectif spécifique d'accroître la capacité du Système d'intégration de l'Amérique centrale (SICA) et de la société civile à renforcer et approfondir le processus d'intégration et de coopération.

Changes are taking place in the region, a region – as we all know – plagued with difficult structural and economic situations, serious ones, but there are undoubtedly encouraging signs; there is a shared will amongst the Presidents of the region to move forward pragmatically in the field of economic integration; there is a new stage for the Central American Bank for Economic Integration, which I believe to be very hopeful; there are plans for the reform of the integration institutions, in particular fairly thorough reforms of the Central American Parliament and, in this regard, the European Union’s presence and voice must contribute to demonstrating clearly that we do not just indulge in diplomacy when there are situations of conflict, but that we apply the same effort and the same sense of priority which was put into decisively assisting the peace processes in the region, that we still have the will and the determination to aim at improving the political, economic and social situation in a region so devastated by historical and current problems.
Des changements sont en cours dans cette région, une région qui, comme nous le savons tous, est confrontée à des problèmes économiques et structurels graves, mais il y a indubitablement des signes encourageants. Les présidents de la région partagent une volonté d’avancer de manière pragmatique dans le domaine de l’intégration économique. Il y a ce nouveau pas en avant de la Banque centraméricaine d’intégration économique, qui est à mes yeux très prometteur. Il y a des plans de réforme des institutions d’intégration, et notamment des réformes relativement profondes du parlement centraméricain. À cet égard, la présence et la voix de l’Union européenne doivent contribuer à montrer clairement que nous ne nous complaisons pas uniquement dans la diplomatie en cas de situation conflictuelle, mais que nous faisons les mêmes efforts et accordons le même sentiment de priorité que lorsqu’il s’agissait de faire avancer de manière décisive les processus de paix dans la région, que nous sommes toujours aussi désireux et déterminés à améliorer la situation politique, économique et sociale dans une région déchirée par les problèmes historiques et actuels.

In Central America, there is already a Secretariat for Regional Integration, a Central American Bank, a Central American Upper House and a Central American Parliament.
