On 19 March a meeting was held between a large delegation of Members of this Parliament and representatives of the Latin American Parliament and its President, representatives of the Andean Parliament and its President, representatives of the Central American Parliament and its President and representatives of the Parliamentary Commission of Mercosur and its President as well.
Le 19 mars dernier a eu lieu une réunion entre, d’une part, une importante délégation de députés de ce Parlement et, d’autre part, des représentants du parlement latino-américain, du parlement andin, du parlement centraméricain, de la commission parlementaire du Mercosur et leurs présidents respectifs.

The European Union expressed its intention of continuing its co-operation in that area and in that connection noted with interest the actions and efforts resulting from the conclusions of the XXth Ordinary Meeting of Central American Presidents held in Guatemala on 18 and 19 October 1999, which adopted the Strategic Framework for the Reduction of Vulnerability and Disasters in Central America and established the Central American Five-Year Plan for the Reduction of Vulnerability and the Impact of Disasters for the period 2000-2004, which form an integral part of the process of transformation and sustainable development.
L'Union européenne a fait part de son intention de poursuivre la coopération dans ce domaine et, à cet égard, a pris note avec intérêt des actions et efforts issus des conclusions de la XX réunion ordinaire des présidents d'Amérique centrale qui a eu lieu au Guatemala les 18 et 19 octobre 1999 ; ceux-ci ont adopté un cadre stratégique pour la réduction de la vulnérabilité et les catastrophes en Amérique centrale et ont établi un quinquennat (2000-2004) centraméricain pour la réduction de la vulnérabilité et de l'incidence des catastrophes, qui font partie intégrante du processus de reconversion et de développement durable.

- 3 - It remains to be seen whether the conclusions reached at this third ministerial meeting will provide the impetus required for the reactivation of the Contadora negotiating process in the near future, a process which has been blocked due to the continuing lack of political will and mutual confidence among the countries of the region, the forthcoming meeting of four Central American presidents (President Cerezo has confirmed he will attend, while at the same time emphasizing pursuit of his government policy of "active neutrality") convened for San Jose on 15 February at the invitation of the Costa Rican President (an invitation not extended to Nicaragua) does not augur well in this respect.
Il reste a voir si les conclusions de cette troisieme reunion ministerielle donneront l'elan necessaire pour que puisse etre relance prochainement le processus de negociation de Contadora, bloque par la persistance du manque de volonte politique et de confiance reciproque des pays de la region. La prochaine reunion de quatre Presidents d'Amerique Centrale (le President Cerezo a confirme qu'il y assisterait tout en soulignant que son gouvernement poursuivrait une politique de neutralite active) convoque a San Jose pour le 15 fevrier, a l'invitation du President costa-ricien (mais a l'exclusion du Nicaragua), ne presage rien de bon a cet egard.

The Central American Party presented its document entitled "Lineamientos para el Fortalecimiento y Racionalización de la Institucionalidad Regional del Sistema de Integración Centroamericana" (Guidelines for the Strengthening and Rationalization of the Regional Institutions of the Central American Integration System) agreed by the Central American Presidents in Panama in July 1997.

Ministers welcomed the redefinition of the Central American agenda cemented by the pledges given at the XVth Summit of Central American Presidents, which took place in Guácimo de Limón, Costa Rica, and by the documents signed at the Managua Ecological Summit and the International Conference on Peace and Development held in Tegucigalpa; these pledges form the Central American initiative known as the Alliance for Sustainable Development.
Les ministres ont souligné avec satisfaction la redéfinition du calendrier d'actions des pays d'Amérique centrale consolidé par les engagements pris lors du XVème Sommet des présidents centraméricains, tenu à Guácimo de Limón au Costa Rica, ainsi que par les documents adoptés dans le cadre du Sommet écologique de Managua et lors la Conférence internationale pour la paix et le développement, qui a eu lieu à Tegucigalpa. Ces engagements constituent l'initiative centraméricaine appelée "Alliance pour le développement durable".

II. SOLEMN DECLARATION OF FLORENCE ON THE RENEWAL OF THE SAN JOSÉ PROCESS The European Union and the Member Countries of the Central American Integration System (SICA), - recalling the Final Act of the Luxembourg Conference of 11 and 12 November 1985 giving institutional shape to the political and economic dialogue, - aware of their espousal of common values and principles, such as representative democracy, the Rule of Law and constitutionalism and full respect for universal human rights and fundamental freedoms, - recognizing the significant contribution of the San José Dialogue's first decade and ensuing cooperation to the peace process, the consolidation of democracy, social and economic development in Central America and revitalizing and strengthening the integration process in the region, - persuaded that these achievements should be consolidated and that their relations should be deepened by gearing the objectives and mechanisms of the dialogue and also its content and methods of cooperation to the fresh challenges and new priorities facing them, - highlighting the consistency of the General Guidelines recently adopted by the European Council for Cooperation with Latin America and the priorities defined by the Central American Presidents in the Alliance for Sustainable Development, have, on the occasion of the Twelfth Ministerial Conference in Florence on 21 March 1996, decided to strengthen the San José process along the following lines: Objectives of the San José process The Parties have reaffirmed their resolve to continue the political and economic dialogue launched in 1984 at the San José Conference.
II. DECLARATION SOLENNELLE DE FLORENCE RELATIVE AU RENOUVEAU DU PROCESSUS DE SAN JOSE L'Union européenne et les Etats membres du Système d'intégration centraméricaine (SICA) ; - rappelant l'Acte final de la Conférence de Luxembourg des 11 et 12 novembre 1985, qui a institutionnalisé le dialogue politique et économique ; - conscients de leur attachement à des valeurs et à des principes communs, tels que la démocratie représentative, l'Etat de droit et l'ordre constitutionnel, le plein respect des droits universels de l'homme et des libertés fondamentales ; - reconnaissant la contribution significative de la première décennie du Dialogue de San José et de la coopération y afférente au processus de pacification, à la consolidation de la démocratie, au développement social et économique de l'Amérique centrale, ainsi qu'à la revitalisation et au renforcement du processus d'intégration de la région ; - convaincus de la nécessité de consolider ces acquis et d'approfondir leurs relations en adaptant les objectifs et les mécanismes du dialogue, ainsi que le contenu et les modalités de leur coopération, aux nouveaux défis et aux nouvelles priorités ; - soulignant les concordances entre les orientations générales récemment approuvées par le Conseil européen pour la coopération avec l'Amérique latine et les priorités définies par les présidents d'Amérique centrale au sein de l'Alliance pour le développement durable ; ont décidé, à l'occasion de la Douzième Conférence ministérielle qui s'est tenue à Florence le 21 mars 1996, de développer le processus de San José selon les orientations suivantes : Objectifs du processus de San José Les parties ont réaffirmé leur volonté de poursuivre le dialogue politique et économique engagé en 1984 lors de la Conférence de San José.
