Central America thus undertook to apply the decisions adopted by the Heads of Central American States on 9 March 2006 in Panama, to seek ratification of the Central American Treaty on investments and services and to develop an enforcement mechanism to ensure that regional economic legislation would apply to the whole region.

Thus, Ministers reaffirmed their commitment to work towards creating conditions under which, building on the outcome of the Doha Work Program, which they have committed to complete by the end of 2004, a feasible and mutually beneficial Association Agreement, including a FTA, could be negotiated between the EU and Central America, and the EU and the Andean Community.
