However, it was at the ministerial meeting held in San Jose on 28 and 29 September 1984 - attended on the European side by the Foreign Ministers of the Ten, plus Spain and Portugal, and on the Latin American side by the Chancellors of the five countries of the Central American Common Market and those of the four countries of the Contadora Group - that the proposal was jointly drawn up for the creation of a new structure enabling a political and economic dialogue to be conducted between Europe and Central America (1) Colombia, Venezuela, Mexico and Panama - 2 - It is in the light of this political decision that the Commission considers it to be in the mutual interest of the Community and the Central American countries to negotiate an agreement enabling the Community and its Member States to contribute to the stabilization of the region.
Mais c'est a la reunion ministerielle de San Jose, les 28 et 29 septembre 1984, a laquelle participaient du cote europeen, les ministres des Affaires Etrangeres des Dix, de l'Espagne et du Portugal ainsi que la Commission, et du cote latino-americain les Chanceliers des cinq pays du Marche Commun Centramericain et ceux des quatre pays du Groupe de Contadora que la proposition a ete formulee en commun: la creation d'une structure nouvelle qui permette un dialogue politique et economique entre l'Europe et l'Amerique Centrale (1) Colombie, Venezuela, Mexique et Panama ./. 2. un dialogue politique et economique entre l'Europe et l'Amerique Centrale. C'est dans le contexte de cette decision politique que la Commission estime qu'il est de l'interet reciproque de la Communaute et des pays de l'Isthme centramericain qu'un accord soit negocie qui permettrait a la Communaute et a ses Etats membres de contribuer a la stabilisation de la region.

The Joint Committee confirmed the major commitment by the Community to the plan of action proposed by the International Conference for Refugees in Central America held in Guatemala at the end of May; the Community nevertheless stipulated that its commitment could be met only if the peace process initiated in Esquipulas in 1987 was actually brought to a successful conclusion by the Central American countries themselves.
La Commission mixte a confirmé l'engagement important de la CE dans le Plan d'action proposé par la Conférence Internationale pour les réfugiés en Amérique Centrale tenue à Guatemala fin mai 1989 ; la partie CE a précisé cependant que sa concrétisation depéndait de la réalisation effective du processus de paix entamé à Esquipulas en 1987 par les centraméricains eux-mêmes.

4.3. Concerned that there should be no reversal of the successes achieved in Central America, the Ministers of the European Union expressed their support for Central American efforts to consolidate governments which base their development on democracy, peace, co- operation and full respect for human rights and took note with interest of the initiative to convene the International Conference on Peace and Development in Central America to be held in Honduras in the course of 1994.
4.3. Soucieux de préserver les succès enregistrés en Amérique centrale, les ministres de l'Union européenne ont exprimé leur soutien aux efforts centraméricains visant à consolider les gouvernements qui fondent le développement sur la démocratie, la paix, la coopération et le respect intégral des droits de l'homme et ils ont pris note avec intérêt de l'initiative visant à organiser la Conférence internationale sur la paix et le développement en Amérique centrale, qui doit se tenir au Honduras dans le courant de 1994.

The Commission decision, which was approved unanimously by the Member States, followed a request made by the countries of Central America at the latest meeting in the EC-Central America dialogue, held in San Pedro Sula in February ("San José V").
La décision de la Commission, qui a reçu l'avis unanimement favorable des Etats membres, fait suite à la demande présentée par les pays centre-américains lors de la dernière réunion du dialogue CE/Amérique Centrale, à San Pedro Sula en février 1989 ("San José V").
