We wish to use this opportunity to present to you our position on the following: Who controls Catholic education; the proposed amendment to Term 17; the retention and exercising of rights of Catholic people through Catholic schools and appropriate governance of them; and the evolution of our system of education and how it reflects our acceptance and commitment to the need for education reform.

The representatives of the Catholic Church in Newfoundland and the leaders of the provincial Catholic Education Council have always shown a strong willingness to negotiate significant changes to the Newfoundland education system. However, they have been frustrated by the lack of willingness on the part of the provincial government to retain appropriate constitutional protection for the continued existence of viable catholic schools.

Welcomes the continued implementation of legislation amending the 2008 law on foundations and broadening the scope of the restoration of the property rights of non–Muslim communities; calls on the relevant authorities to assist the Syriac community in resolving the difficulties they face in dealing with property and land registration matters; calls for a solution for the large number of properties of the Latin Catholic Church that remain confiscated by the state; notes that progress has been particularly slow in extending the rights of the Alevi minority; recalls the urgent need to continue vital and substantial reform in the area of freedom of thought, conscience and religion, in particular by enabling religious communities to obtain legal personality, by eliminating all restrictions on the training, appointment and succession of clergy, by recognising Alevi places of worships and by complying with the relevant judgments of the ECtHR and the recommendations of the Venice Commission; calls on Turkey to ensure that the Saint Gabriel Monastery is not deprived of its lands and that it is protected in its entirety; believes that a broader composition of the Directorate General for Religious Affairs, so as to include representatives of religious minorities, would prove beneficial, as it would promote an inclusive concept of society; calls on Turkey to remove the reference to religion from national identity cards and to guarantee that religious education respects the religious diversity and plurality of Turkish society;

– (FR) Since 2000, the European Union has continually promoted equality, and this increasingly in the broadest possible sense of the word: equality between men and women, between nationals and foreigners, between the sick and the healthy, between Catholics, Muslims, Buddhists and other religions, equality of access to education, to health, equality for one’s sexual orientation, and so on. In short, the list is evidently not exhaustive, and the European directives currently being drafted concern equal access to social services and housing.

As Commissioner Michel understands the importance of education both within Europe and beyond its borders, and I personally deal with students from Belarus, as we educate many of them at the Catholic University in Lublin, I would like to say the following: Commissioner, as much as it is possible, I would recommend increasing both financial and other assistance for this purpose, because investment in the education of Belarusian students will help Belarus itself, and will prove an investment for Europe.
Je sais que Monsieur le Commissaire Michel connaît l’importance de l’éducation en Europe et au-delà de ses frontières. Je suis moi-même en contact avec de nombreux étudiant bélarusses, que je forme à l’Université catholique de Lublin. Dans ce contexte, je voudrais dire ce qui suit: Monsieur le Commissaire, autant que possible, je recommande d’augmenter l’aide financière et autre dans ce but, parce que le fait d’investir dans la formation des étudiants bélarusses aidera le Belarus lui-même, et constitue en fait un investissement pour l’Europe.

Thus, in a way, Roman Catholic education has been a preoccupation of this Parliament and, hence, any educational documents sanctified by the Vatican and gleaned for a wider audience should be carefully examined and placed on the public agenda, if not the teaching agendas of schools and, in particular, the Roman Catholic school systems.
