Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Definition: Arises as a delayed or protracted response to a stressful event or situation (of either brief or long duration) of an exceptionally threatening or catastrophic nature, which is likely to cause pervasive distress in almost anyone. Stéphane Dion: With regard to the Joint Strike Fighter (JSF) program, since the beginning of Canada's participation: (a) what are the criteria (operational requirements, contractual conditions, etc) on which the government is selecting the F-35s as a replacement for the CF-18s; (b) when and by whom were those criteria determined; (c) what are the relevant studies which were conducted prior to determining those criteria, specifying the (i) dates, (ii) names of the studies, (iii) names of individuals requesting the studies, (iv) authors of the studies, (v) names of the individuals presented with the results; (d) before those criteria were determined, on the basis of what information did the government evaluate that the F-35 could satisfy Canada's needs; (e) since the beginning of Canada's participation in the JSF program, what were all the studies conducted that evaluated different fighter planes in relation to Canada's needs, specifying the (i) dates, (ii) names of the studies, (iii) names of individuals requesting the studies, (iv) authors of the studies, (v) studies which were used to evaluate the planes, (vi) names of the individuals who determined those criteria, (vii) planes which were considered in the study, (viii) names of the individuals presented with the results; (f) what is the operational availability of a fleet of 65 fighter jets; (g) what effect will a reduction in Canada's fleet of fighter jets have on operational capability, on Canada's ability to play its role within the North American Aerospace Defence Command (NORAD) and on the distribution of fighter jets across Canada's military bases; (h) how did the government determine that Canadian Forces needed 65 planes; (i) what is the formula used to determine the number of planes Canada should buy and who is the author of that formula; (j) for each of the variables in that formula, how was the value of that variable determined, specifying by whom, based on ...

In the case of fingerprints, the system shall for the purposes of Article 17 permit a distinction to be made between the cases where fingerprints are not required to be provided for legal reasons and the cases where they cannot be provided factually; after a period of four years this functionality shall expire unless it is confirmed by a Commission decision on the basis of the evaluation referred to in Article 50(4).

Project deliverables include a common knowledge base on the state of the art of the programmes involved, common programme design cases (evaluation, monitoring and project criteria), common target group implementation cases (sectorial RTD, cross-cutting RTD and non-technical), a high-level integration conference and a framework for a joint programme, including an ex-ante evaluation.

In the best cases, the ex-ante evaluation was actually a process, and the outcome was an enhanced SPD, rather than an evaluation report which may have met the content requirements for the ex-ante evaluation but was not integrated into the SPD.
