(2) For the purposes of these Regulations and the description of A in subsection 225.2(2) of the Act, as adapted by subsection 48(1) or (2), a financial institution’s percentage for any participating province as of a particular day, or a financial institution’s percentage for any series and for any participating province as of a particular day, as the case may require, is determined in accordance with this Part.

The rapporteur also notes, that, inter alia, the Seventh Framework Program encourages funding schemes with more flexibility and freedom, to support the different actions, and that stronger management autonomy should be granted to participants and emphasises, that it will be necessary to be able to adjust the scale and form of financial participation on a case-by-case basis.

(19) The Community should have the right to reduce or withhold its financial contribution in case the Eurostars Joint Programme is implemented inadequately, partially or late, or in case the participating Member States and the other participating countries do not contribute or contribute partially or late to the financing of the Eurostars Joint Programme, on the terms set out in an agreement to be concluded between the Community and the dedicated implementation structure.
(19) La Communauté doit être habilitée à réduire ou à supprimer sa contribution financière si le programme commun Eurostars est mis en œuvre de manière inappropriée, partielle ou tardive, ou si les États membres participants et les autres pays participants ne contribuent pas ou contribuent partiellement ou tardivement au financement du programme commun Eurostars, selon les termes d'un accord devant être conclu entre la Communauté et la structure d'exécution spécifique.
