The area benefiting from the operational programme has a population of 530 400 and a surface area of 2 056 km2; it covers 18 local authority areas in the province of Saragossa: - Saragossa - regional capital (eligible except for the districts of Casco Antiguo y Esanche/Sagasta) with 493 600 inhabitants; - 17 municipalities (among them Utebo, Alagon and Zuera) with 36 800 inhabitants.
