IN-CONTEXT TRANSLATIONS

On 3 December 2009, the States Parties to the Convention adopted the Cartagena Action Plan 2010-2014 (‘the Cartagena Action Plan’) on the universalisation and implementation of all aspects of the Convention.
Le 3 décembre 2009, les États parties à la convention ont adopté le plan d’action de Carthagène 2010-2014 (ci-après dénommé le «plan d’action de Carthagène») concernant l’universalisation et la mise en œuvre de tous les aspects de la convention.

National technical support will be provided by the ISU in up to three instances, including by initiating and/or supporting inter-ministerial processes to implement victim assistance obligations in national contexts, to States Parties to the Convention that either (a) have engaged little in the effort to implement the victim assistance elements of the Cartagena Action Plan and therefore could benefit from a stimulus to begin doing so, or (b) have established, or are well on the way to establishing a national plan and therefore would have some implementation experience to assess, thus rendering themselves more likely to be candidates for a comprehensive national mid-term appraisal of efforts to implement the Cartagena Action Plan.
Un soutien technique au niveau national sera apporté par l’unité d’appui dans un nombre de cas pouvant aller jusqu’à trois, y compris par la mise en place et/ou le soutien de processus interministériels visant à mettre en œuvre des obligations en matière d’assistance aux victimes dans les contextes nationaux, aux États parties à la convention qui: soit a) ont consenti peu d’efforts pour mettre en œuvre les éléments du plan d’action de Carthagène relatifs à l’assistance aux victimes et pour lesquels des mesures d’incitation à agir pourraient dès lors s’avérer utiles; soit b) ont adopté ou sont en bonne voie pour adopter un plan national et posséderaient ainsi une certaine expérience en matière de mise en œuvre qui pourrait être analysée, ce qui ferait d’eux des candidats plus susceptibles de se prêter à une évaluation nationale globale à mi-parcours des efforts réalisés pour mettre en œuvre le plan d’action de Carthagène.

1. With a view to supporting the implementation of the Cartagena Action Plan 2010-2014 (‘the Cartagena Action Plan’) adopted by the States Parties to the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction (‘the Convention’), in the framework of the European Security Strategy and in line with relevant decisions of the international community, the Union shall pursue the following objectives:
1. Afin de soutenir la mise en œuvre du plan d’action de Carthagène 2010-2014 (ci-après dénommé «plan d’action de Carthagène») adopté par les États parties à la convention de 1997 sur l’interdiction de l’emploi, du stockage, de la production et du transfert des mines antipersonnel et sur leur destruction (ci-après dénommée «la convention»), dans le cadre de la stratégie européenne de sécurité et conformément aux décisions pertinentes de la communauté internationale, l’Union se fixe les objectifs suivants:

The General Assembly recalled that at the Second Review Conference of the Convention the international community had reviewed the implementation of the Convention, and that the States Parties to the Convention had adopted the Cartagena Action Plan, stressing the importance of the full and effective implementation of, and compliance with, the Convention, including through the implementation of the Cartagena Action Plan.
L’Assemblée générale a rappelé que, lors de la deuxième conférence d’examen de la convention, la communauté internationale avait examiné la mise en œuvre de la convention et que les États parties à la convention avaient adopté le plan d’action de Carthagène, soulignant à quel point il importait que la convention soit effectivement mise en œuvre et respectée dans son intégralité, notamment en appliquant le plan d’action de Carthagène.

They thereby recognised and further encouraged the full participation in and contribution to the implementation of the Convention by the International Campaign to Ban Landmines (‘the ICBL’), the International Committee of the Red Cross (‘the ICRC’), national Red Cross and Red Crescent societies, International Federation of Red Cross and Red Crescent Societies (‘the IFRC’), the UN, the Geneva International Centre for Humanitarian Demining (‘the GICHD’), international and regional organisations, mine survivors and their organisations, and other civil society organisations, as provided for in action No 62 of the Cartagena Action Plan.

– having regard to the ‘Cartagena Action Plan 2010-2014: Ending the Suffering Caused by Anti-personnel Mines’ adopted at the Second Review Conference of the 1997 Ottawa Convention, which took place in Cartagena, Colombia, from 30 November to 4 December 2009,

4. Supports fully the implementation of the Cartagena Action Plan, that provides for a detailed five-year plan of commitments in all areas of mine action, and calls on the Council to adopt a decision in support of this Plan as soon as possible;

In addition to ratification of the Kyoto Protocol and the Cartagena Protocol on Biosafety, calls on all parties which have not yet done so to ratify the FAO International Treaty on Plant Genetic Resources for food and agriculture, the Stockholm Convention on Persistent Organic Pollutants (POPs), the Rotterdam Convention on the Prior Informed Consent (PIC) Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, the UN Fish Stocks Agreement including various FAO Plans of Action, and the Basel Convention and the Offshore Protocol on Transboundary Movement of Hazardous Wastes;
20. outre la ratification du Protocole de Kyoto et du Protocole de Cartagène sur la biosécurité, invite toutes les parties qui ne l'ont pas encore fait à ratifier le traité international de la FAO sur les ressources phytogénétiques à des fins d'alimentation et d'agriculture, la Convention de Stockholm sur les polluants organiques persistants (POP), la Convention de Rotterdam sur la procédure de consentement informé préalable (CIP) concernant certains produits chimiques dangereux et pesticides dans le cadre des échanges internationaux, la Convention des Nations unies sur les stocks halieutiques, y inclus les divers plans d'action de la FAO, la Convention de Bâle et le Protocole extraterritorial sur les mouvements transfrontaliers de déchets dangereux;

4. Also welcomes the commitment made by Member States in Barcelona seeking the entry into force of the Kyoto Protocol before the Johannesburg Summit, and calls on all other signatory nations to ratify it before that Summit; welcomes the fact that various Council formations (in particular ECOFIN and the General Affairs Council) have presented their strategies for incorporating environmental issues; calls for as much as possible to be done within the EU institutions (with the full involvement of the European Parliament) in preparation for the launch of the Lisbon and Göteborg processes and the application of the Barcelona decisions; equally welcomes the Commission's recommendation to Council for EU ratification of the Cartagena Biosafety Protocol and urges speedy action to conclude this process before Johannesburg;
