IN-CONTEXT TRANSLATIONS

With these considerations in mind, in order to keep up the momentum, and building on the experience of the last five years, the Commission has the intention of continuing to closely follow developments in the European risk-capital market and carrying out further analysis in 2004 of aspects of the market where inefficiencies remain, taking into the March 2003 Brussels European Council invitation for the Commission : "to work towards reducing barriers to the creation of a genuine European risk capital market, capable of supporting entrepreneurship, and examine interalia obstacles for investments by institutional investors (pension funds) in venture capital markets" (point 31, second indent, of the Presidency conclusions.).
Au regard de ce qui précède, et afin de conserver la dynamique enclenchée comme de développer l'expérience accumulée ces cinq dernières années, la Commission a l'intention de continuer à suivre de près l'évolution du marché européen du capital-investissement et de procéder, en 2004, à une nouvelle analyse des aspects de ce marché demeurant inefficaces. When determining MREL in accordance with points (a) and (b) of Article 45(6) of Directive 2014/59/EU, the resolution authority should consider the need, in case of application of the bail-in tool, to ensure that the institution is capable of absorbing an adequate amount of losses and being recapitalised by an amount sufficient to restore its Common Equity Tier 1 ratio to a level sufficient to maintain the capital requirements for authorisation and at the same time to sustain sufficient market confidence.

Calls on the Commission to promote cross-border investment and to set up a framework to encourage venture capital funds to be invested effectively within the Single Market, to protect investors and to provide incentives for these funds to be invested in sustainable projects in order to achieve the ambitious objectives of the EU 2020 Strategy; invites the Commission to look into the possibilities of creating a European venture capital fund capable of investing in early-stage ‘proof of concept’ and business development prior to commercial investment; asks the Commission to carry out an annual assessment of public and private investment needs and how they are being, or should be, met within its proposals;
