However, when one looks at the possibility of rehabilitation of that person, the strong ties they have to this country, having come here at such an early age — so they would not have any ties to the country they were born in just a few months before — and if there is some proof of successful and positive contribution to Canadian society, then why would we not allow that to be considered?
