Mr. Speaker, while the Minister of Finance is warning Canadians his next budget will be yet another disappointment, the Federation of Canadian Municipalities, the Canadian Chamber of Commerce and the Canada West Foundation are calling for a new long-term infrastructure funding deal.

To accelerate Canadian opportunities in India, EDC is focused on the following strategies: to develop and deepen relationships with reputable private sector buyers and borrowers in India; to strengthen our financial partnerships in the region, with particular emphasis on enhancing our suite of financial services that support small and medium-sized enterprises; to help match Canadian capabilities to Indian market opportunities through targeted, planned matchmaking events with EDC strategic private sector Indian clients; continuing EDC's efforts in reaching out to Canadian investors and exporters to discuss their strategic interest in India and promote suitable opportunities; deliver on services with bank partners that create financial capacity for Canadian affiliates in India; continued close engagement with Canada's trade commissioner service, bank partners, the Canada-India Business Council and the Indo-Canada Chamber of Commerce on delivering advisory services and tools for Canadian companies seeking to conduct business with India; and finally, by leveraging EDC’s project finance and structured finance expertise and our relationships with multilateral agencies, to capture more Canadian procurement opportunities in India’s infrastructure sector as it evolves.

Question No. 63 Mr. John Cummins: With regard to the expansion of the Roberts Bank Port Facility to include a third berth and a second terminal as per the Tsawwassen Final Agreement and related Side-Agreements, the Memorandum of Agreement between the Tsawwassen Band and the Vancouver Port Authority, and the related Settlement Agreement between the Tsawwassen Band, Canada, British Columbia (B.C.), Vancouver Port Authority, B.C. Ferry Services, B.C. Rail Ltd and B.C. Transportation and Financing Authority: (a) how many acres (or hectares) of farm land will be used for Roberts Bank port and rail related developments now underway or under study; (b) with the completion of the Roberts Bank port expansion, including both the third berth and second terminal, what plans, if any, are there to use the Brunswick Point farmlands; (c) is the affected Roberts Bank farmland presently protected by the B.C. Agricultural Land Reserve designation; (d) does the Tsawwassen Final Agreement address the issue of farmland protection and if so, how; (e) will the farmland continue to be protected by the Agricultural Land Reserve designation following ratification of the Tsawwassen Final Agreement and, if not, why; (f) did the Vancouver Port Authority undertake to work jointly with the Tsawwassen Band to ensure the removal of the Agricultural Land Reserve designation from the farmland and, if so, why and what alternate measures did it put in place to protect farmland adjacent to the Roberts Bank port, rail and highway expansion; (g) did the Vancouver Port Authority agree to jointly develop with the Tsawwassen Band a container handling facility on the farmland protected by the B.C. Agricultural Land Reserve designation and, if so, why did the Vancouver Port Authority enter into such an agreement rather than develop container handling facilities further inland in a less environmentally sensitive area; (h) did the Vancouver Port Authority agree that the land would be leased at lease rates ...

So we call on the Canadian government to provide municipalities with enough money to address the approximately $60 billion infrastructure deficit that is growing at a rate of $2 billion per year; to reject P3s and the privatization of public infrastructure by establishing a new Canadian infrastructure financing authority that would raise up to $5 billion per year in federally guaranteed new credit to be undertaken to finance fifty-fifty cost-shared public infrastructure projects undertaken in conjunction with provincial, municipal, or other lower levels of public administration; to dedicate within three years 5¢ a litre of the federal fuel tax to municipalities; to implement the promised GST rebate; and to ensure that public infrastructure funds are not used to justify the contracting out of public sector work (1150) I do have other things to say about the municipal infrastructure issue in terms of water, transit, solid waste, community social services, housing, and energy and the environment, but I'll leave that for discussion.
Nous demandons donc au gouvernement canadien de remettre aux municipalités suffisamment de fonds pour combler le déficit de 60 milliards de dollars au niveau des infrastructures qui croît à un rythme de deux milliards de dollars par année; de rejeter les partenariats public-privé et la privatisation des infrastructures publiques en établissant un nouvel Office canadien de financement de l'infrastructure qui réunira jusqu'à cinq milliards de dollars par année en nouveaux crédits garantis par le gouvernement fédéral pour le financement de projets d'infrastructure publique dont les coûts seront partagés également entre les provinces, les municipalités et les paliers inférieurs de l'administration publique; d'accorder aux municipalités d'ici trois ans cinq cents par litre de la taxe fédérale sur l'essence; d'accorder le remboursement de TPS promis; et de voir à ce que le financement des infrastructures publiques ne soit pas utilisé pour justifier l'attribution de contrats au secteur privé pour lui faire entreprendre des travaux relevant du secteur public (1150) J'aurais encore des recommandations à formuler concernant l'infrastructure municipale pour ce qui est de l'eau, des transports, des déchets solides, des services sociaux communautaires, du logement, de l'énergie et de l'environnement, mais je vous laisse vous pencher sur ces questions.
