The Canada-Korea free trade agreement contains temporary entry commitments that are the most ambitious South Korea has agreed to in any of its free trade agreements and would go a long way to boosting services exports for the province.

It is with great pleasure that I rise today to talk about the Canada-Korea free trade agreement, a landmark agreement that will strengthen our trade and investment ties across the Pacific, increase the prosperity of both countries and result in job creation and enhanced opportunities for Canadian and Korean businesses, investors, workers and consumers I would like to focus my remarks today on the benefits the Canada-Korea free trade agreement will bring to my home province of Quebec.

Our government has signed or concluded free trade agreements with 38 countries, including the recent Canada-Korea free trade agreement, Canada's first free trade agreement in Asia, and the historic Canada-European agreement in principle.

R. whereas EU free trade agreements include provisions which pave the way for companies to bid in PPPs via market access and pre-establishment; whereas the treatment and possibilities open in respect of Korea, Colombia/Peru, Central America, Singapore and Canada (and Vietnam and Japan) are defined differently and specifically; whereas there has to be a relatively flexible approach as regards negotiations with different partners; whereas, however, the aim must continue to be to help foster social and economic development, environmental sustainability, democracy and good governance, the observance of human rights and the promotion of internationally recognised standards of protection, as well as the creation of decent jobs; whereas, at the multilateral level, the General Agreement on Trade in Services (GATS) and the Agreement on Government Procurement (GPA) also establish a number of commitments, as may other plurilateral instruments such as the Trade in Services Agreement (TiSA); whereas the environment in the EU is therefore becoming more competitive;
R. considérant que les accords de libre-échange conclus par l'Union comportent des dispositions permettant à des entreprises de soumissionner pour des PPP au moyen d'engagements d'accès au marché et d'engagements avant établissement; que la démarche et les possibilités envisageables par rapport à la Corée, la Colombie et le Pérou, l'Amérique centrale, Singapour et le Canada (ainsi que le Vietnam et le Japon) sont définies différemment et spécifiquement; qu'une certaine souplesse est nécessaire dans les négociations avec différents partenaires; que l'objectif doit néanmoins toujours être de contribuer à un développement social, économique et environnemental durable, à la démocratie et à la bonne gouvernance, au respect des droits de l'homme et à la promotion des règles de protection internationalement reconnues, y compris la création d'emplois décents; qu'au niveau multilatéral, l'accord général sur le commerce des services (AGCS) et l'accord sur les marchés publics (AMP) établissent également un certain nombre d'engagements, à l'instar d'autres instruments plurilatéraux, comme l'accord sur le commerce des services (ACS); que l'environnement de l'Union devient, par conséquent, plus concurrentiel;

– (FR) Mr President, Commissioner, this is in fact the first major Free Trade Agreement that Europe has passed for some years, and when it comes to free trade agreements, it must be said that you do not lack ambition – South Korea, Canada, India, Mercosur.

Emphasises the need for a thorough review of the 'Global Europe' trade strategy of the Commission, with the goal of promoting cooperation on binding standards for socially and environmentally sustainable trade relations; calls in this perspective for a halt to the signing of Free Trade Agreements (FTAs) with Colombia, Peru and Korea and a moratorium on the ongoing FTA negotiations with India, Canada, the Gulf States and a range of ACP countries under Economic Partnership Agreements (EPAs);
20. souligne la nécessité de revoir en profondeur la stratégie commerciale de la Commission pour "Une Europe compétitive dans une économie mondialisée", en visant à promouvoir la coopération sur des normes contraignantes en faveur de relations commerciales durables, tant d'un point de vue social qu'environnemental; appelle, dans ce contexte, à une interruption de la procédure de signature des accords de libre‑échange avec la Colombie, le Pérou et la Corée et à un moratoire sur la poursuite des négociations d'un accord de libre‑échange avec l'Inde, le Canada, les pays du Golfe ainsi qu'une série de pays ACP sous régime d'accords de partenariat économique (APE);
