8. Nothing in sections 3 to 7 makes the Crown liable in respect of anything done or omitted in the exercise of any power or authority that, if those sections had not been passed, would have been exercisable by virtue of the prerogative of the Crown, or any power or authority conferred on the Crown by any statute, and, in particular, but without restricting the generality of the foregoing, nothing in those sections makes the Crown liable in respect of anything done or omitted in the exercise of any power or authority exercisable by the Crown, whether in time of peace or of war, for the purpose of the defence of Canada or of training, or maintaining the efficiency of, the Canadian Forces.
8. 8. Sections 21 and 22 of the Electoral Boundaries Readjustment Act, as amended by this Act, apply in respect of the electoral boundary readjustment for the Northwest Territories in respect of the decennial census of Canada taken in 1981 notwithstanding anything done under those sections in respect of that census before the coming into force of this Act and, for the purposes of those sections, the copy of the report of the electoral boundaries commission for the Northwest Territories in respect of that census that was transmitted to and received by the Speaker of the House of Commons under subsection 21(1) of that Act, as it read immediately before the coming into force of this Act, shall forthwith after the coming into force of this Act be referred by the Speaker to the committee referred to in subsection 21(1) of that Act, as amended by this Act.

In accordance with Article 5(1) of Directive 2000/29/EC in conjunction with points 2.3, 2.4 and 2.5 of Section I of Part A of Annex IV thereto, Member States shall ban the introduction into the Union of wood and bark of ash (Fraxinus L.) originating in Canada and the United States, unless they satisfy the special requirements set out in the second column of those points.

This approach would also be consistent with the government's decision, in Bill S-7, to amend section 83.3 of the Code to reflect the Supreme Court of Canada`s decision in R v. Hall, and to amend certain sections of the Canada Evidence Act to ensure that they reflect the Federal Court's interpretation of those sections in Toronto Star Newspapers v. Canada.
