Definition: The schizophrenic disorders are characterized in general by fundamental and characteristic distortions of thinking and perception, and affects that are inappropriate or blunted. Clear consciousness and intellectual capacity are usually maintained although certain cognitive deficits may evolve in the course of time. The most important psychopathological phenomena include thought echo; thought insertion or withdrawal; thought broadcasting; delusional perception and delusions of control; influence or passivity; hallucinatory voices commenting or discussing the patient in the third person; thought disorders and negative symptoms. Nor should schizophrenia be diagnosed in the presence of overt brain disease or during states of drug intoxication or withdrawal. Similar disorders developing in the presence of epilepsy or other brain disease should be classified under F06.2, and those induced by psychoactive substances under F10-F19 with common fourth character .5.

The Commission shall inform the European Parliament and the Council without delay of the notification received by the Member States concerned and examine the notification taking into account the number of Member States affected by any of the situations described in paragraph 1 and the overall impact of the increases on the migratory situation in the Union as the latter appears from the data provided by the Member States as well as from reports prepared by FRONTEX and/or the European Asylum Support Office and, within three months following receipt thereof, the Commission shall send the results of its examination to the European Parliament and the Council, which shall give their opinion in a timely manner, after which the Commission may adopt an implementing decision suspending the exemption of visa requirement for the nationals of the third country concerned for a period of six months. In order to improve the reliability of such lists, appropriate verification and/or correction mechanisms and minimum guarantees for the persons concerned should be established, at least at the initiative of the Member States of the Sanctions Committees which are also members of the EU. It is also worth drawing attention to the fact that the latter countries have an obligation to cooperate sincerely with the EU and the other Member States, as provided for in Article 19 of the TEU, which stipulates that "Member States which are also members of the United Nations Security Council will concert and keep the other Member States fully informed”. This requirement is all the more necessary in such situations since the list, once adopted, will make the EU institutions and the Member States accountable before the Strasbourg and Luxembourg Courts.
