Resolves to ensure that the regulation to be adopted for the implementation of the 'citizens' initiative' lays down clear, simple and user-friendly conditions for the exercise of this citizens' right; considers that the Committee on Petitions should be closely involved in citizens' initiatives and could act as a platform for promoting individual initiatives and the initiative right itself, whilst recognising that the Commission is the sole addressee of citizens' initiatives; considers that mechanisms should be provided for in the implementing regulation enabling Parliament to adopt a position on, and if appropriate champion, such initiatives;

Supports the initiatives set out in the Commission communication; welcomes the detailed analysis of the 27 sectors and the clear focus in the recommendations; sees, however, the concrete implementation of the initiatives as the current challenge; believes that, to guarantee coherent implementation in the long term, the initiatives proposed will need to be coordinated within one directorate-general, the Directorate-General for Enterprise and Industry, and one Council configuration, the "Competitiveness" configuration; in this respect, calls on the Commission to inform the European Parliament of the progress achieved in relation to the initiatives before the end of 2006; calls on the Commission also to consider the possibility of a systematic evaluation and regular assessment of the benefits and added value of initiatives such as high-level groups, innovation panels and working parties in those sectors in which they operate;

More specifically, Community initiatives offer special possibilities for cooperation and innovation: - first, Community initiatives can encompass measures which extend beyond national borders and thus provide a framework for encouraging transnational cooperation and the pooling of know-how in areas of shared concern; - second, Community initiatives are an essential feature in structural policies with a genuine Community dimension, in contrast to Community financial instruments simply supporting national policies; - third, Community initiatives are particularly important for giving additional help to areas and workers suffering acutely from the process of industrial change which was not possible to foresee at the planning stage; - fourth, Community initiatives contribute to innovation by experimenting with new approaches. If successful, these may become part of mainstream CFS funding later.
