It would be satisfying to be able to report to the European Council that the "pillar switch" has led to a greater sense of urgency and flexibility than was the case before the Amsterdam Treaty came into force, particularly in the light of the clear deadlines set at the highest level.

Si le rapport comprend des exigences sur l'intégration et l'efficacité du marché européen des services financiers et si nous parlons toujours du rôle important que jouent les retraites et l'accélération de la procédure, je dois dire au Conseil que le dernier Conseil "écofin" a certes débouché une nouvelle fois sur des déclarations d'intention, mais qu'il agit, dans la réforme des retraites, en ce qui concerne la prévoyance vieillesse dans les entreprises et le rapport Lamfalussy, en contradiction avec les déclarations d'intention. Les orientations de politique économique ne pourront être appliquées qu'avec la participation active du Conseil.
