Recalls that one of the essential new features of the ACP-EU partnership should be its effective opening-up to new operators, welcomes the Commission proposal to consult non governmental organizations and to ensure that they are fully integrated into European development cooperation and in this context calls for an active information and transparency policy to be built into the Convention so that civil society has easy access to the information which will enable it to take advantage of the provisions of the Convention; but regrets that in this connection, the Commission has not, as it had envisaged in its Green Paper, upheld the principle of a financial envelope for non-governmental operators; calls for such an envelope to be set up;
