Instead of building in Edmonton this year, Calgary next year, Vancouver the year after, and then maybe St. John's and wherever, as would have been done under the old Transport Canada regime because they only had a budget that could stretch so far, we now have every one of these major airports virtually rebuilding the entire infrastructure.
