As a complement to the activities planned in the multiannual framework programme, the European Parliament and the Council, acting in accordance with the ordinary legislative procedure and after consulting the Economic and Social Committee, shall establish the measures necessary for the implementation of the European research area.

– (DE) Mr President, the Legal Affairs Committee and – once this House has given its assent – Parliament as a whole, will be submitting to the Commission a complete proposal for a directive, a legislative initiative on the fixing of book prices in the European Union. Why do we need this initiative?
- (DE) Monsieur le Président, la commission juridique et du marché intérieur et - après approbation du Parlement - le Parlement dans son ensemble présentent à la Commission une proposition complète de directive, une initiative législative en matière de prix imposés pour les livres dans l’Union européenne. Pourquoi cette initiative est-elle nécessaire ?

I would like to mention briefly that we have resolved some extremely important issues: the legislative planning, coordination of legislative work between the institutions; the Council informing Parliament on both the annual and the multiannual draft strategic programme; the presence of the Council in committees – in committees as well as in the House, of course – which I feel is important for the exchange of views necessary for Parliament’s work, the Commission commits to participate regularly in the work of the committees, preferably at ministerial level, but, in any case, at the highest level appropriate and at an accountable level.
Je voudrais souligner brièvement que nous avons résolu des questions extrêmement importantes: la programmation législative, la coordination du travail législatif entre les institutions; l’information du Parlement par le Conseil sur les projets de programmes stratégiques tant annuels que pluriannuels; la présence du Conseil au sein des commissions - mais aussi dans cette Assemblée, bien entendu -, que j’estime importante pour l’échange d’opinions qui est nécessaire au travail du Parlement. La Commission s’engage à participer régulièrement au travail des commissions, de préférence au niveau ministériel, mais, quoi qu’il en soit, au niveau le plus haut possible et à un niveau responsable.

- This new legislation will complement a Communication to the Council, the European Parliament and the European Economic and Social Committee on the European Environment Health Action Plan, which, inter alia , contains the necessary actions to develop integrated information on exposure of humans to pesticides and the consequences thereof[28].
