In an unprecedented display of regional cooperation, President Shevardnadze of Georgia, President Per Petrossian of Armenia and President Aliev of Azerbaijan signed on 22 April 1996 their respective Partnership and Cooperation Agreements with the European Union in a joint ceremony at the General Affairs Council in Luxembourg.
