TRADUCTIONS EN CONTEXTE

1. Recognises the significant steps taken by President Thein Sein and other reformers in Burma/Myanmar in introducing democratic reforms over the past year which have led the Commission to propose the reinstatement of Burma/Myanmar’s access to the Generalised Scheme of Tariff Preferences (GSP); encourages them to continue this process as a matter of urgency so that full democratisation, consolidation of the rule of law and respect for all human rights and fundamental freedoms are made both permanent and irreversible;
1. reconnaît l'avancée significative que constitue la mise en œuvre de réformes démocratiques au cours de l'année écoulée par le président Thein Sein et les autres réformateurs en Birmanie / au Myanmar, qui a amené la Commission à proposer le rétablissement du bénéfice des préférences tarifaires généralisées en faveur de la Birmanie / du Myanmar; les encourage à progresser d'urgence dans cette voie, de manière à conférer un caractère permanent et durable à ce processus de démocratisation parfaite, à la consolidation de l'état de droit ainsi qu'au respect de tous les droits de l'homme et des libertés fondamentales;

F. whereas Rakhine is the second-poorest state in Burma/Myanmar, itself one of the least developed countries in the world, and poverty and repression have played a role in fuelling the communal violence, as have the bitter historical memories of both communities;

Bhutan should be added to the list of countries actually eligible for EIB financing and Myanmar/Burma should be added to both lists following the recent developments which allowed the Union to open a new chapter in its relations with Bhutan and Myanmar/Burma in order to support the ongoing political and economic reforms in both countries.
Il convient d'ajouter le Bhoutan à la liste des pays effectivement éligibles à un financement de la BEI et d'ajouter le Myanmar/la Birmanie aux deux listes, compte tenu des évolutions récentes qui ont permis à l'Union d'ouvrir un nouveau chapitre dans ses relations avec le Bhoutan et le Myanmar/la Birmanie afin de soutenir les réformes politiques et économiques en cours dans ces deux pays.

The forgotten crises identified in 2007 were: Sahrawi refugees in Algeria, Chechnya and the neighbouring republics affected, population of India affected by unrest in Jammu and Kashmir, the persisting crisis of Bhutanese refugees as well as the Maoist insurrection in Nepal, population affected by the conflict in Burma/Myanmar both within the country itself as well as in neighbouring countries and the population affected by the crisis in Colombia as well as in neighbouring countries.

The EU is already using Community resources to support active civil society groups both within and outside Burma/Myanmar.

The EU has consistently called upon the leadership of Burma/Myanmar to cease its abuses against civilians and to put an end to refugee movements in the regions of conflict, and it urges both parties to fully respect international humanitarian law.
L’UE invite constamment les autorités birmanes à mettre fin aux mauvais traitements infligés aux civils et aux déplacements de réfugiés dans les régions en conflit. De même, elle invite les deux parties à respecter pleinement le droit humanitaire international.

Both sides will strive to avoid letting the question of the participation of Burma/Myanmar endanger the ASEM process itself.
Les deux parties veilleront à ce que la question de la participation de la Birmanie/du Myanmar ne compromette pas le processus ASEM proprement dit.

In this respect, the European Union recalls its Common Position as well as its earlier statements on Myanmar/Burma and calls upon the SLORC to enter into a meaningful and substantive dialogue with both Aung San Suu Kyi and other representatives of pro-democracy groups, as well as with national minorities to restore democracy, the rule of law, respect for Human Rights and fundamental freedoms, and to bring about national reconciliation.
A cet égard, l'Union européenne rappelle sa position commune ainsi que ses déclarations précédentes sur le Myanmar/la Birmanie et demande au SLORC d'engager un dialogue véritable et substantiel avec Aung San Suu Kyi et d'autres représentants de groupes favorables à la démocratie, ainsi qu'avec les minorités nationales, afin de rétablir la démocratie, l'Etat de droit, le respect des droits de l'homme et des libertés fondamentales et de favoriser la réconciliation nationale.
