− I abstained on the resolution on the major natural disaster in the Autonomous Region of Madeira and the effects of storm Xynthia in Europe (RC-B7-0139/2010 ) because two of our key amendments were defeated. More specifically, the one which made reference to the fact that in France buildings were allowed on floodplains and natural wetlands and that housing speculation caused the construction of buildings in vulnerable areas, and the one stating that all Community funds for the implementation of such plans, particularly from the Structural Funds, the EAFRD, the Cohesion Fund and the European Solidarity Fund, be conditional on sustainability measures.
– (EN) Je me suis abstenu lors du vote concernant la résolution sur la catastrophe naturelle majeure dans la région autonome de Madère et les conséquences de la tempête Xynthia en Europe (RC-B7-0139/2010 ) car deux de nos principaux amendements ont été rejetés, à savoir celui qui faisait référence au fait que des bâtiments français avaient pu être construits sur des terres inondables et des marécages naturels et que la spéculation immobilière avait entraîné la construction de bâtiments dans des zones vulnérables, et celui précisant que tous les fonds communautaires pour la mise en œuvre de ces plans et provenant notamment des Fonds structurels, du FEADER, du Fonds de cohésion et du Fonds de solidarité de l’Union européenne, soient assortis de mesures de viabilité.

G. whereas the land law in force in Spain grants land owners 90 % of the building rights and the specific nature of the LRAU requires owners, in the event of the approval of an integrated development plan (plan de actuación integrada – PAI) by a local authority, to surrender not only 10 % of their building rights to the municipality without compensation as "patrimonio municipal de suelo" (municipal land), but also the land for any paths, roads, car parks, public spaces and public facilities, or to pay the development costs decided by the developer of the new infrastructure, a procedure over which the owner has no control whatsoever,
