39 (1) Despite the period prescribed for submitting a corporate plan, an operating budget and a capital budget under the Financial Administration Act, the Authority must, within six months after the coming into force of this section, submit to the Minister in accordance with that Act a corporate plan, an operating budget and a capital budget for its first financial year.

Notes that authorised appropriations in Parliament's final budget for 2012 totalled EUR 1 717 868 121, representing a 1,9 % increase over the 2011 budget (EUR 1 685 829 393), and that, as in 2011, no amending budget was introduced; is of the opinion that Parliament showed its budgetary responsibility and self-restraint by staying under the 2,6 % inflation rate in 2012; expects that for the 2015 budget, the same self-restraint will prevail by keeping the budget under the 20 % of Chapter 5;

(3) In order to supplement or amend certain non-essential elements of this Regulation, the power to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union (TFEU) should be delegated to the Commission in respect of the accreditation of the paying agencies and coordinating bodies, the obligations of the paying agencies as regards public intervention, as well as the rules on the content of their management and control responsibilities, the measures to be financed by the Union's budget under public intervention and the valuation of the operations in connection with public intervention, derogations from the ineligibility of payments made by the paying agencies to the beneficiaries before the earliest or the latest possible date of payment, the compensation between expenditure and revenues under the European Agricultural Guarantee Fund (EAGF) and the European Agricultural Fund for Rural Development (EAFRD), the methods applicable to the commitments and the payment of the amounts if the Union's budget has not been adopted by the beginning of the financial year or if the total amount of the commitments scheduled exceeds the threshold laid down in Article [150(3)] of Regulation (EU) No 966/2012 of the European Parliament and of the Council, the deferral of monthly payments by the Commission to Member States with regard to expenditure under the EAGF and the conditions governing the reduction or suspension by the Commission of interim payments to Member States under the EAFRD, the suspension of monthly payments or interim payments for which the relevant statistical information has not been sent in time, specific obligations to be complied with by

5. Welcomes the Commission's proposal of 19 September 2007 requesting a revision of the MFF to provide adequate financing for Galileo and the European Institute of Innovation and Technology (EIT) over the 2007 - 2013 period; on Galileo, recalls its resolution of 20 June 2007 in favour of a Community solution for Galileo; on EIT, considers that the appropriations ought to be budgeted under the policy area "08 research", with the governing structure having its own line ("European Institute of Innovation and Technology - governing structure") under Heading 5 (Administration) and the KICs a separate one ("European Institute of Innovation and Technology - Knowledge and Innovation Communities (KICs)"); recalls that the appropriations for Galileo and for the EIT were placed in the reserve but were not reduced by the Council in the DB; has proposed amendments for Galileo and EIT in its first reading such that the final appropriations in budget 2008 are contingent upon a satisfactory agreement on the proposed revision of the MFF;

3. Remarks that this is the first budget under the new Financial Framework, under a new Interinstitutional Agreement (IIA) and with many new multiannual programmes; remarks further that a new Financial Regulation should ideally apply for the implementation of the 2007 budget;
