TRADUCTIONS EN CONTEXTE

As a 6 months period remains a long time to approve projects, esp. for smaller ones and may affect the availability of Member State co-financing, the Commission is considering ways to further reduce processing periods and to allow a smoother implementation of the programme activities in line with the expectations of the stakeholders and meeting the needs to better coordinate with the budgetary programming within the Member States.
Consciente du fait qu’un délai d’approbation de 6 mois reste long, notamment pour les projets de moindre envergure, et qu’il peut affecter la disponibilité du cofinancement des États membres, la Commission étudie des moyens de réduire encore les délais de traitement et de permettre une meilleure mise en œuvre des activités du programme, conforme aux attentes des parties prenantes et répondant aux besoins d'une meilleure coordination avec la programmation budgétaire au sein des États membres.

It will help build capacity in multi-annual budgetary programming and improve budgetary management and transparency. 'Support programme for the implementation of the Association Agreement' (€20 million) will continue to strength Algeria's legal and regulatory framework as well as its institutional capacities in key public policies, so that country can seize the opportunities offered by the Association Agreement, a cooperation and free trade agreement with the EU which entered into force in 2005.
Il contribuera à renforcer les capacités en matière de programmation budgétaire pluriannuelle et à améliorer la gestion budgétaire et la transparence; le «programme d'appui à la mise en œuvre de l'accord d'association» (20 millions €): il poursuivra la consolidation du cadre juridique et réglementaire de l'Algérie ainsi que le renforcement de ses capacités institutionnelles dans les principales politiques publiques pour que le pays puisse saisir les opportunités offertes par l'accord d'association, entré en vigueur en 2005 et qui prévoit l'instauration d'une coopération et d'une zone de libre-échange avec l'UE.

3. In order to support Member States in preparing their budgetary forecasts, the Commission shall provide forecasts for the expenditure of the Union based on the level of expenditure programmed within the multiannual financial framework.

Given the interdependence between Member States’ budgets and the Union’s budget, in order to support Member States in preparing their budgetary forecasts, the Commission should provide forecasts for the Union’s expenditure based on the level of expenditure programmed within the multiannual financial framework.

On 30 September 2002 the Budgetary Authority adopted a transfer of EUR 9,5 million of amounts not used by the Commission from administrative line B7-010A to program line B7-010 to make them available for the programs.
