Takes note of the Commission intention to present the legislative proposals for a new MFF post 2013 and a new own resources decision by June 2011, but recalls that the EP established a special temporary committee "SURE", charged to give its input before the Commission adopts its legislative proposals; recalls that under Treaty articles 312 and 311 the EP is to give its consent to the financial framework and is consulted on a new own resources decision, whilst article 312(5) and article 324 of the Treaties provide for a structured dialogue to promote consultation and reconciliation to facilitate the adoption and implementation of the budgetary provisions of the Treaties; stresses that an early involvement of Parliament is also of benefit for Council as it would help avoid a later stalemate on budgetary decision making; therefore insists on the need to have the necessary procedures and working methods in place to ensure constructive cooperation between the institutions as foreseen by the Treaties;

The aim of the revision carried out in 2002 of the provisions of the Rules of Procedure governing the discharge procedure (report A5-0308/2002 of the Committee on Constitutional Affairs, rapporteur: Hans-Peter Martin) was to ensure that, whatever the circumstances, the procedure should result in Parliament granting or refusing the discharge, by the deadline set, whilst ruling out, as far as possible, contradictions between the discharge decision itself and the resolution accompanying it and containing an assessment of the Commission's budgetary management over the financial year and observations relating to the implementation of expenditure in the future.
Le but de la révision des dispositions du règlement sur la procédure de décharge entreprise en 2002 (rapport A5‑308/2002 de la commission des affaires constitutionnelles, rapporteur: Hans-Peter Martin) était de faire en sorte que la procédure aboutisse, dans tous les cas de figure, dans les délais à une décision positive ou négative du Parlement sur la décharge, tout en excluant dans la mesure du possible des contradictions entre la décision sur la décharge proprement dite, et la résolution l'accompagnant et contenant des observations sur la gestion budgétaire de la Commission au cours de l'exercice et sur l'exécution des dépenses dans l'avenir.

If in a public debate concerning budgetary reorganisation and savings measures we advocate a limited revision of the Financial Perspective, we are doing this as a Parliament with a clear conscience because in the past, we have always maintained that Parliament was able to responsibly set the necessary European political priorities whilst striving for greater efficiency and transparency in the budgetary procedure.
C'est en bonne conscience qu'en tant que Parlement, nous nous exprimons en faveur d'un réexamen limité des perspectives financières au cours d'une discussion publique traitant d'assainissement budgétaire et de mesures d'économie. Nous le faisons parce que au cours des années précédentes, nous n'avons cessé, conscients de nos responsabilités, de déclarer que le Parlement était en mesure, d'une part, d'établir les priorités politiques européennes nécessaires, et ce dans un effort pour obtenir davantage d'efficacité et de transparence dans la procédure budgétaire.
