[15] Article 23 (c) of the Inter-institutional Agreement of 6 May 1999 between the European Parliament, the Council and the Commission on budgetary discipline and improvement of the budgetary procedure reads explicitly: "[T]he purpose of the emergency aid reserve is to provide a rapid response to the specific aid requirements of non-member countries following events which could not be foreseen when the budget was established, first and foremost for humanitarian operations".

The budgetary procedure consists of one reading each from Parliament and Council, or otherwise a conciliation committee is convened to reach an agreement on a joint text (Article 314 TFEU).

Considers that the way in which the budgetary procedure has developed over the last years is such that an agreement should be reached - by conciliation - between the two arms of the budgetary authority on both revenue and expenditure, with that agreement being endorsed by Parliament in second reading;

Notes that, at its second reading, the Council has, without providing any convincing arguments, rejected most of Parliament's amendments, and considers that the Council's second reading is mainly a repetition of its first reading; points out that the purpose of the Interinstitutional Agreement of 6 May 1999 is to 'implement budgetary discipline and to improve the functioning of the annual budgetary procedure and co-operation between the institutions on budgetary matters', and that Parliament will regularly evaluate cooperation with the Council in this light;

Therefore, Parliament adopted in its first reading two amendments which aimed at better information of the budgetary authority through an annual working document presented by the Commission in the beginning of the budgetary procedure (amendment 2) and the inclusion of the state of play regarding the collection of own resources and the forecasted level of own resources for the next financial year in the agenda of a trialogue in the framework of the budgetary procedure.
Le Parlement a donc adopté en première lecture deux amendements visant à mieux informer l'autorité budgétaire grâce à la présentation par la Commission au début de la procédure budgétaire, sur une base annuelle, d'un document de travail (amendement 2) et à l'inclusion de la situation concernant la perception des ressources propres et le niveau prévu des ressources propres pour le prochain exercice à l'ordre du jour du trilogue prévu dans le cadre de la procédure budgétaire.
