However, the codecision procedure has been regularly extended since 1995 and the strict provisions as regards reference amounts impose increasing constraints for budgetary policy.

The principle set out in the Joint Declaration of 6 March 1995, and incorporated in point 33 of the Interinstitutional Agreement of 6 May 1999, whereby the institutions undertake to comply during the budgetary procedure with the reference amounts adopted in the legislative codecision procedure, is maintained.

I will list the points very briefly: the reform of the budgetary procedure, involving its updating; the extension of budgetary codecision; the integration of the peripheral institutions into the Community system; the consolidation of the financial perspective in the form of a genuine medium-term financial programme; the reform of the own resources system with a view to ensuring the financial autonomy and efficiency of the Union, on the one hand, and the transparency of the Community budget on the other, which means that there will be codecision in the determining of the overall level of own resources; the introduction of the possibility of creating fiscal instruments at a European level; the possibility that the budgetary authority may intervene every year in relation to the mix of different categories of sources of revenue; and the extension of legislative codecision and decision making by qualified majority for financial regulations in all programmes or instruments which involve Community expenditure, the CAP regulations and any act which creates an executive agency.

3.2 Simplifying and democratizing Union decision-making - only three types of decision-making procedure: decisions adopted on Parliament's opinion, those adopted with its assent, and the codecision procedure involving Parliament and the Council; - simplification of the budgetary procedure arrangements and consolidation of all that has been achieved with the interinstitutional agreements; - simplification of the codecision procedure, notably by setting time limits for first readings, by dropping the announcement of the intention to reject a proposal at the second reading stage, and by dropping the third reading; - all acts of a legislative nature to be subject to the codecision procedure and the cooperation procedure to be abandoned; - "constitutional" matters (Treaty amendments, own resources) to be subject to Parliament's assent; this procedure should not, however, be applicable to legislative decisions or to Community action programmes; - clarification of the scope of the assent procedure as regards international agreements; - review and simplification of procedures for implementing measures.
3.2 Simplifier et démocratiser le système décisionnel de l'Union - limiter les procédures décisionnelles à trois : les décisions adoptées sur avis simple du Parlement, sur avis conforme de celui-ci, et en codécision entre le Parlement et le Conseil; - simplifier les dispositions relatives à la procédure budgétaire, et consolider l'acquis des accords interinstitutionnels; - simplifier la procédure de codécision, notamment par l'introduction de délais en première lecture, la suppression de la phase d'intention de rejet en deuxième lecture et la suppression de la troisième lecture; - soumettre les actes de nature législative à la codécision et supprimer la procédure de coopération; - soumettre les domaines d'ordre "constitutionnel" (modification des Traités, ressources propres) à l'avis conforme du Parlement européen; cette procédure ne devrait plus s'appliquer dans les domaines législatifs ni pour les programmes d'action communautaires; - clarifier, dans le domaine des accords internationaux, le champ d'application de l'avis conforme; - revoir et simplifier les procédures pour les mesures d'exécution.
