At the same time, pre-existing structural weaknesses and budgetary and external financial vulnerabilities have also contributed to the deterioration of the economic situation.

Believes not only that the European Court of Auditors, as an external auditor to the Union's institutions, may provide the legislators with a statement of assurance as to the reliability of the accounts and the legality and regularity of the underlying transactions in any given budgetary year, but also that the Court is in a pre-eminent position to provide the legislator and the Budgetary Authority, especially Parliament's Budgetary Control Committee, with valuable opinions on results achieved by the Union's policies, in order to improve the performance and effectiveness of Union-financed activities, identify economies of scale and scope, as well as spillover effects among national policies of Member States, and provide Parliament with external assessments of the Commission's evaluation of public finances in the Member States;

In accordance with Article 8(5) of Council Decision 2010/427/EU of 26 July 2010 establishing the organisation and functioning of the European External Action Service and in order to ensure budgetary transparency in the area of external action of the Union, the Commission shall transmit to the European Parliament and the Council, together with the draft budget, a working document presenting, in a comprehensive way:

Conformément à l'article 8, paragraphe 5, de la décision 2010/427/UE du Conseil du 26 juillet 2010 fixant l'organisation et le fonctionnement du service européen pour l'action extérieure et afin de garantir la transparence budgétaire dans le domaine de l'action extérieure de l'Union, la Commission transmet au Parlement européen et au Conseil, en même temps que le projet de budget, un document de travail présentant, de façon exhaustive:

Understands, in this regard, the Commission’s proposal to scale down programmes that are not implemented in a satisfactory way, but is concerned about the lack of explanation for the significant scaling down of certain programmes and about the proposal to increase, as compared to the financial programming, the margin under heading 4 in order to facilitate the upcoming budgetary conciliation, which could lead to amending budgets during the budgetary year and which cannot be considered as sound budgetary practise; takes the view that, for the sake of budgetary discipline and sound financial management, all parties involved must acknowledge the real financial needs of the Union’s external action, and reiterates its concerns in that regard, as expressed in point 17 of its resolution on general guidelines for the 2013 budget; recalls the need for more coordination, coherence, transparency and visibility in the financing of external actions by the EU and its Member States in order to avoid overlaps;
2. comprend, dans ce contexte, la proposition de la Commission visant à réduire les programmes dont l'exécution n'est pas satisfaisante mais s'interroge tant sur l'absence de justification accompagnant la réduction sensible de certains programmes que sur la proposition d'augmenter, par rapport à la programmation financière, la marge prévue pour la rubrique 4 dans l'optique de faciliter la future conciliation sur le budget, démarche qui pourrait déboucher sur des budgets rectificatifs durant l'exercice budgétaire et qu'il est donc impossible d'assimiler à une pratique budgétaire saine; estime, que dans un esprit de discipline budgétaire et de saine gestion financière, l'ensemble des parties concernées doit prendre acte des besoins financiers réels découlant de l'action extérieure de l'Union et fait une nouvelle fois part de ses préoccupations en la matière, comme il l'a exprimé au paragraphe 17 de sa résolution sur les orientations générales du budget 2013; rappelle que le financement des actions extérieures par l'Union et ses États membres passe par une plus meilleure coordination, une plus grande cohérence, une transparence accrue et une meilleure visibilité, afin éviter les chevauchement d'activités;

5. In order to ensure budgetary transparency in the area of external action of the Union, the Commission will transmit to the budgetary authority, together with the draft general budget of the European Union, a working document presenting, in a comprehensive way, all expenditure related to the external action of the Union.

Afin d'assurer la transparence budgétaire dans le domaine de l'action extérieure de l'Union, lorsque la Commission transmet à l'autorité budgétaire le projet de budget général de l'Union européenne, elle lui transmet également un document de travail qui présente de manière complète toutes les dépenses liées à l'action extérieure de l'Union.

The Commission will provide in the preliminary draft budget a nomenclature which ensures the prerogatives of the budgetary authority for external actions.

11. Congratulates the Slovak government on its determined action to improve macroeconomic stability by reducing budgetary and external deficits, to stabilise the economy and to improve the business environment;

Calls on its committee responsible to make proposals to examine the possibility of introducing budgetary mechanisms designed to increase available margins and to rectify the shortcomings revealed by the systematic use of the flexibility instrument to solve financing problems within this heading, in particular by making use of unused appropriations for urgent external actions, such as the use of unused appropriations for a given year from various headings, where appropriate, in conjunction with a special fund endowed with unused appropriations relating to commitments from the previous year, the entry into force of these arrangements being subject to budgetary authority approval;
