IN-CONTEXT TRANSLATIONS

166. Recalls that according to the Treaty of Lisbon ‘without prejudice to other revenue, the budget shall be financed wholly from own resources’; stresses that the way the system of own resources has evolved, gradually replacing genuine own resources by the so-called ‘national contributions’, places disproportionate emphasis on net-balances between Member States thus contradicting the principle of EU solidarity, diluting the European common interest and largely ignoring European added value; notes that, in practice, this state of affairs means that the size of the budget is affected by the financial circumstances of individual Member States, as well as their attitude towards the EU; strongly calls, therefore, for an in-depth reform of EU resources in order to realign the financing of the EU budget with the spirit and requirements of the Treaty;
166. rappelle que, aux termes du traité de Lisbonne, «le budget est, sans préjudice des autres recettes, intégralement financé par des ressources propres»; souligne que l'évolution du système de ressources propres, qui s'est traduite par le remplacement graduel de véritables ressources propres par des contributions dites «nationales», confère une importance excessive au solde net entre les États membres, de sorte que le principe de la solidarité européenne est mis à mal, et que l'intérêt européen commun s'en trouve amoindri et la valeur ajoutée européenne largement ignorée; observe que cet état de fait revient, en pratique, à subordonner le niveau du budget européen à la situation financière des divers États membres et à leur attitude envers l'Union européenne; demande donc instamment une réforme en profondeur des ressources de l'Union, de sorte que le financement du budget de l'Union réponde davantage à l'esprit et aux exigences du traité;

166. Considers that the main aim of the reform is to achieve an autonomous, fairer, more transparent, simpler and equitable financing system, which can be better understood by the citizens, and make clearer their contribution to the EU budget; calls, in this context, for an ending of existing rebates, exceptions and correction mechanisms; is convinced that the introduction of one or several genuine own resources for the Union, in order to replace the GNI-based system, is indispensable if the Union is ever to get the budget it needs to significantly contribute to financial stability and economic recovery; recalls that any change on own resources should be implemented in compliance with fiscal sovereignty of Member States; insists, in this context, that the Union should be able to collect directly its own resources independent from the national budgets;
166. estime que la réforme doit viser principalement à l'instauration d'un système de financement autonome, plus juste, plus transparent, plus simple, plus équitable et plus compréhensible par les citoyens, et à traduire au mieux la capacité contributive des États membres; demande, à cet égard, la suppression des rabais, des dérogations et des mécanismes de correction en vigueur; est convaincu qu'il est indispensable d'instaurer au service de l'Union une ou plusieurs ressources propres véritables, en remplacement du système fondé sur le RNB, si l'on veut que l'Union dispose un jour du budget dont elle a besoin pour contribuer substantiellement à la stabilité financière et à la reprise économique; rappelle que tout changement apporté aux ressources propres doit l'être dans le respect de la souveraineté fiscale des États membres; estime, à ce propos, que l'Union devrait être habilitée à percevoir directement ses ressources propres, indépendamment des budgets nationaux;

The Commission shall adopt the annual work programme pursuant to Article 110 of the Financial Regulation and Articles 90 and 166 of Commission Regulation (EC, Euratom) No 2342/2002 of 23 December 2002 laying down detailed rules for the implementation of Council Regulation (EC, Euratom) No 1605/2002 on the Financial Regulation applicable to the general budget of the European Communities (15) in accordance with the management procedure referred to in Article 16(4) of this Regulation.

La Commission adopte le programme de travail annuel en application de l’article 110 du règlement financier et des articles 90 et 166 du règlement (CE, Euratom) no 2342/2002 de la Commission du 23 décembre 2002 établissant les modalités d’exécution du règlement (CE, Euratom) no 1605/2002 du Conseil portant règlement financier applicable au budget général des Communautés européennes (15), conformément à la procédure de gestion visée à l’article 16, paragraphe 4, du présent règlement.
