The European Parliament, upon a recommendation from the Council, shall, before 15 May of year n+2 except where otherwise provided in the constituent instrument, give a discharge to the director in respect of the implementation of the budget for year n. The director shall inform the governing board of the observations of the European Parliament contained in the resolution accompanying the discharge decision.

In addition to that, we would not only like a state of play from the Commission as to which of the outstanding regulations we could have withdrawn, but above all what we would like is to be sure that we have clarity between what we have here in the budget process and the legislative process of the work programme which is decided on by the Commission today; so that when we have a final decision on this budget, hopefully in December, and the resolution from Parliament on the legislative work programme, then both of these can be bound together and we can have the Commission President come to Parliament in February 2007 and tell us what the final work programme of the Union is. Without being disrespectful, I would say that the choice of whether or not we enact certain military expenditures in the budget or otherwise is a political decision made by the Government of Canada and not by the Auditor General.
