The TENs Regulation does not in principle allow the same phase of a single project to be financed both by the TENs budget and from other Community sources but, in some cases, feasibility studies financed through the TENs budget may be followed by support from the Cohesion Fund and the EIB for the (part-) financing mainly of construction works of the actual investment.
Le règlement relatif aux RTE n'autorise pas «en principe» que la même phase d'un projet donné soit financée à la fois par le budget RTE et par une autre source communautaire. Toutefois, dans certains cas, des études de faisabilité financées par le budget RTE peuvent être soutenues par le Fonds de cohésion et la BEI, principalement sous la forme d'un financement (partiel) d'ouvrages de construction qui s'inscrivent dans le cadre de l'investissement réel.

Notes that Parliament decided to conduct an end-of-year "mopping-up" transfer from various budget lines amounting to EUR 45 000 000 in unspent funds intended for the second instalment of the acquisition of the Trebel building in Brussels (EUR 35 000 000) and the construction of the new KAD building in Luxembourg; understands that as a result of this, an estimated EUR 10,4 million in financing charges will be saved over the construction and loan amortisation periods; deplores, nevertheless, the fact that Parliament has repeatedly requested that in the interest of budgetary clarity, buildings expenditure be entered in the budget rather than being financed through a "mopping-up" transferas requested in several previous discharge resolutions;
9. rappelle que le Parlement a décidé de procéder à un virement de ramassage de fin d'année de différentes lignes budgétaires à concurrence de 45 000 000 EUR de fonds non utilisés pour la deuxième tranche de l'acquisition du bâtiment Trebel à Bruxelles (35 000 000 EUR) et la construction du nouveau bâtiment KAD à Luxembourg; croit savoir que des frais financiers estimés à 10,4 millions d'EUR seront ainsi économisés au cours des périodes de construction et d'amortissement des emprunts; déplore, toutefois, le fait que le Parlement ait demandé à plusieurs reprises que, par souci de clarté budgétaire, les dépenses immobilières soient inscrites dans le budget plutôt que financées par un virement de ramassage, comme demandé dans plusieurs résolutions de décharge antérieures;

11. Takes note that the ‘Europa’ building project continues to be closely monitored and that some of the audit recommendations are still lagging behind execution; calls on the Council to inform the discharge authority about the construction progress and the final costs projection compared to the initial budget of EUR 240 million; invites the Council to explain any cost increases incurred between the beginning of the construction works in 2008 and the projected completion in 2014;
11. prend acte du fait que le projet de bâtiment «Europa» continue de faire l'objet d'un contrôle étroit et que certaines des recommandations de l'audit n'ont toujours pas été suivies d'effet; invite le Conseil à informer l'autorité de décharge des progrès de la construction et de la projection des coûts définitifs par rapport au budget initial de 240 millions EUR; invite le Conseil à expliquer toute augmentation des coûts encourue entre le début des travaux de construction en 2008 et l'achèvement prévu en 2014;

Points out that the amount of payment appropriations initially entered on the budget line 04 05 01 will have been fully consumed with application EGF/2010/019 IE/Construction 41 from Ireland; considers that as payment appropriations are available in 2011 under the budget line 04 02 01 ‘Completion of the European Social Fund (ESF) – Objective 1 (2000 to 2006)’, an amount of EUR 1 387 819 needed for the present application can therefore be made available for transfer;
6. souligne qu'une fois la demande EGF/2010/019 IE/Construction 41, Irlande traitée, le montant des crédits de paiement initialement inscrit sur la ligne budgétaire 04 05 01 sera pleinement utilisé; estime que les crédits de paiement étant disponibles en 2011 au titre de la ligne budgétaire 04 02 01 «Achèvement du Fonds social européen (FSE) – Objectif n° 1 (de 2000 à 2006)», un montant de 1 387 819 EUR nécessaire pour la présente demande peut donc être mis à disposition pour virement;

Recalls that the EGF was created as a separate specific instrument with its own objectives and deadlines and that it therefore deserves a dedicated allocation, superseding transfers from other budget lines, as done in the past, which could be detrimental to the achievement of the various policies objectives; points out that the amount of payment appropriations initially entered on the EGF budget line 04 05 01 were fully consumed with application EGF/2010/019 IE/Construction 41 from Ireland.
