Title VI of part one of Regulation (EC, Euratom) No 2342/2002 may continue to apply to grant agreements signed and grant decisions notified by 31 December 2013 in the framework of global commitments under the budget 2012 or earlier years, should the authorising officer responsible so decide, with due regard for the principles of equal treatment and transparency.

whereas the aim of Draft amending budget No 4/2012 to the general budget 2012 is threefold, namely the creation of four budget lines in order to reallocate financial appropriations from up to 10 % of the European Regional Development Fund (ERDF) and Cohesion Fund 2007-2013 allocation to risk-sharing instruments, a revision and budgeting of the forecast of the own resources, resulting in a change in the distribution between Member States of their own resources contributions to the Union budget, and the replacement of the "dash" presented in payment appropriations for a budget line 16030501 – Preparatory action – EuroGlobe by a token entry (p.m.) to make a transfer possible;
considérant que le projet de budget rectificatif no 4/2012 au budget général 2012 poursuit un triple objectif: la création de quatre lignes budgétaires à l'effet de réaffecter des crédits aux instruments de partage des risques, à concurrence de 10 % de la dotation du Fonds européen de développement régional (FEDER) et du Fonds de cohésion pour la période 2007-2013, la révision et la budgétisation des prévisions relatives aux ressources propres, ayant pour effet de modifier la répartition entre États membres de leurs contributions au budget de l'Union au titre des ressources propres, et le remplacement du "tiret" dans les crédits de paiement de la ligne budgétaire 16 03 05 01 — "Action préparatoire — EuroGlobe" par la mention "pour mémoire" (p.m.), afin de permettre l'exécution d'un virement;

Underlines that the answer to the crisis must be more Europe and not less Europe, in order to restart investment, boost the creation of jobs and help rebuild confidence in the economy; has already been critical of the freeze in commitment appropriations in the DB adopted by the Commission as underlined in Parliament's above-mentioned resolution of 4 July 2012 on the mandate for the trilogue, cannot therefore accept Council's decision to reduce them further down to 1,27 % compared to budget 2012; recalls that commitments reflect EU political priorities and should be set having in mind a long term perspective where the economic downturn might be over; intends to increase commitment appropriations above the DB on a few selected budget lines directly related to the delivery of the Europe 2020 priorities and in line with traditional Parliament's priorities;
souligne qu'il faut plus d'Europe, et non moins d'Europe, pour surmonter la crise, et ce afin de relancer les investissements, de stimuler la création d'emplois et de contribuer à redonner confiance dans l'économie; avait déjà critiqué, dans sa résolution susmentionnée du 4 juillet 2012 sur le mandat relatif au trilogue, le gel des crédits d'engagement dans le projet de budget adopté par la Commission et ne peut donc accepter la décision du Conseil de réduire encore les crédits d'engagement pour les limiter à 1,27 % par rapport au budget 2012; rappelle que les engagements sont le reflet des priorités politiques de l'Union et qu'ils doivent être fixés en tenant compte des perspectives à long terme, où la crise économique ne sévira peut-être plus; entend relever les crédits d'engagement au-delà des chiffres du projet de budget pour un petit nombre de lignes budgétaires précises ayant trait directement à la réalisation des priorités de la stratégie Europe 2020 ou relevant des priorités traditionnelles du Parlement;

Welcomes the establishment of a joint Working group on Parliament's budget between the Committee on Budgets and the Bureau; in particular, strongly supports its work on the launch of a comparative study Parliament's budget with the budgets of the US Congress and a sample of Member States’ parliaments; recalls that this study is scheduled for completion by the end of 2012; expects this study to create long-term savings in the Parliament's budget and present ideas for improving its efficiency in 2013 and the following years;
