The MIFF which covers 2008-2010, adopted in November 2007 was therefore the first MIFF under IPA and also updated the 2007 figures which were provided to Council and Parliament in the Commission's Preliminary Draft Budget 2007.

This Multi-Annual Indicative Financial Framework which covers 2008-2010 is therefore the first MIFF under IPA and also confirms the 2007 figures which were provided to Council and Parliament in the Commission's Preliminary Draft Budget 2007.

Since an agreement on the European budget 2007-2013 has been reached on 4 April 2006 during a 'trilogue' between the European Parliament, the Commission and the Presidency of the EU, it is foreseen to adopt FP7 and the specific programmes by the end of 2006 or in early 2007.

Starting with the budget 2007, with a view to ensuring that the amounts for the financing of the common agricultural policy currently under subheading 1a (market measures and direct aids) respect the annual ceilings set out in the Decision of the Representatives of the Governments of the Member States, meeting within the Council on 18 November 2002, concerning the Conclusions of the European Council meeting in Brussels on 24 and 25 October 2002, an adjustment of the direct payments shall be fixed when the forecasts indicate that the amounts foreseen under subheading 1a taking into account a margin of EUR 300 million below the amounts foreseen and before application of modulation provided for in Article 10(2), will be exceeded in a given budget year. This is without prejudice to the financial perspectives for 2007-2013.
