TRADUCTIONS EN CONTEXTE

12. Urges the European Council to adopt a more coherent and firmer strategy vis-à-vis the Ukrainian crisis and especially the behaviour of the Russian government; welcomes the decision of the European Union to broaden targeted sanctions, including travel restrictions and asset freezes, against persons responsible for actions of intolerance and hatred, including calls for war, or for actions which could undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, but regrets the decision not to resort to the third phase of sanctions despite the escalation of the crisis; urges the finalisation of the third phase of sanctions, including an arms embargo;
12. demande instamment au Conseil européen d'adopter une stratégie plus cohérente et plus ferme face à la crise ukrainienne, en particulier face à l'attitude du gouvernement russe; se félicite de la décision de l'Union européenne d'étendre ses sanctions ciblées, dont la restriction des déplacements et le gel des avoirs, à l'encontre de personnes qui ont commis des actes d'intolérance et de haine, notamment des appels à la guerre, ou des actes de nature à saper ou à mettre en péril l'intégrité territoriale, la souveraineté et l'indépendance de l'Ukraine; déplore cependant la décision de ne pas passer à la troisième phase des sanctions en dépit de l'aggravation de la crise; réclame la finalisation de cette troisième phase ainsi qu'un embargo sur les armes;

Calls on the European Council to use its meeting on 11-12 December 2008 to review Council Regulation (EC) No 194/2008 of 25 February 2008 renewing and strengthening the restrictive measures in respect of Burma/Myanmar , to broaden targeted sanctions to include access to international banking services for companies, conglomerates and businesses owned by or closely linked to the Burmese military, to halt all imports of Burmese manufactured clothing, and to terminate access by selected generals and their families to business opportunities, health care, consumer purchases, and foreign education;
11. invite le Conseil européen à profiter de sa réunion des 11 et 12 décembre 2008 pour procéder à une révision du règlement (CE) n° 194/2008 du 25 février 2008 renouvelant et renforçant les mesures restrictives instituées à l'encontre de la Birmanie/du Myanmar , afin d'élargir la portée des sanctions ciblées en veillant à restreindre l'accès aux services bancaires internationaux pour les entreprises ou conglomérats détenus par les militaires birmans ou étroitement liés à eux, à suspendre toute importation de textiles fabriqués en Birmanie et à mettre fin à la possibilité pour certains généraux et leurs proches de faire des affaires, d'avoir accès aux soins de santé, de faire des achats ou d'envoyer leurs enfants étudier à l'étranger;

Calls on the EU Council to use its meeting on 11-12 December 2008 to review Council Regulation 194/2008 of 25 February 2008 renewing and strengthening the restrictive measures in respect of Burma, to broaden targeted sanctions to include access to international banking services for companies, conglomerates and businesses owned by or closely linked to the Burmese military, to halt all imports of Burmese manufactured clothing, and to terminate access by selected generals and their families to business opportunities, health care, consumer purchases, and foreign education;
11. invite le Conseil de l'UE à profiter de sa réunion des 11 et 12 décembre 2008 pour procéder à une révision du règlement (CE) n° 194/2008 du 25 février 2008 renouvelant et renforçant les mesures restrictives instituées à l’encontre de la Birmanie/du Myanmar, ce afin d'élargir la portée des sanctions ciblées en veillant à restreindre l'accès aux services bancaires internationaux pour les entreprises ou conglomérats détenus par des militaires et pour les entreprises étroitement liées aux militaires, à suspendre toute importation de textiles fabriqués en Birmanie et à limiter les possibilités pour certains généraux et leurs proches de faire des affaires, d'avoir accès aux soins de santé, de faire des achats ou d'envoyer leurs enfants étudier à l'étranger;

14. Is of the opinion that the EU's clearly defined and targeted sanctions against the Burmese junta, although broadened after the September 2007 events with the introduction of an embargo on further sectors of the economy, are still having only a limited effect on the regime, thus falling short of the objectives sought; reiterates, therefore, its call on the Council to take further steps and effectively prevent the Burmese junta from accessing EU funding; calls on the Council and the Member States to monitor closely, and ensure the effective application of, the targeted sanctions;
14. est d'avis que les sanctions clairement délimitées et ciblées par l'Union européenne contre la junte birmane, quoique élargies après les événements de septembre 2007 par l'imposition d'un embargo à d'autres secteurs de l'économie, n'ont encore qu'un effet limité sur le régime, manquant ainsi à leur objectif; renouvelle, dès lors, sa demande au Conseil de prendre d'autres mesures et d'empêcher effectivement la junte birmane d'accéder au financement de l'Union; invite le Conseil et les États membres à surveiller de près les sanctions ciblées et à en assurer l'application effective;
