Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). The experimental satellite broadcasts of EUROPA-TV, started on 5 October 1985 under the aegis of the European Broadcasting Union (EBU) by five public service television stations, are the follow-up to the EURIKON experiments of 1982 (1) The aim of the two series of experiments was to check certain theories, in particular : - the possibility of multilingual broadcasts; - the possibility of televised news produced by multinational teams and aimed at an European audience, - the general scope for multinational activity making use of the potential of television satellites with a view to the introduction of direct satellite broadcasting (DSB). These theories, based on technical developments, offer a way of overcoming language barriers and the difficulties that have always prevented the people of Europe from learning about each other.

* On the basis of the discussions which have so far taken place between the parties, it is possible to outline the main components of the memorandum of understanding on which consensus has already been reached: - coordinated action to promote the D2-MAC standard on a 16:9 format with a view to the introduction of HDTV; - legally-binding reciprocal undertakings by the signatories setting out, for example, the minimum number of each type of TV set to be produced, the number of programme hours to be broadcast, the availability of satellites, etc; - a system of incentives, financed mainly by the Community, aimed in particular at facilitating "simulcast" and supporting the startup of D2-MAC broadcasts: to this end the Commission intends to commit a Community contribution of some ECU 100 million a year over five years; - setting-up by the signatories of a consortium to coordinate promotional activities, to administer the Community incentives and to monitor compliance with the undertakings given by the various parties; - the memorandum of understanding would last for five years and be renewable; it would be open for signature by all interested parties (industry, private and public broadcasters, satellite and cable operators) and the Commission.
