Mr. John Cannis (Scarborough Centre, Lib.): Mr. Speaker, hearing Conservative Senator Pat Carney of British Columbia last week making statements that frustrated provinces should not rule out separation from Canada made me very angry and very upset not only as a Canadian, not only as a parliamentarian, but as a parent who, along with my colleagues, is working diligently to make sure we make this country of ours prosperous, strong and united for us, our children and generations to come.

A. whereas, over the last four months, five booksellers (Lui Bo, Gui Minhai, Zhang Zhiping, Lin Rongji and Lee Po), four of them resident in Hong Kong and one non-resident, associated with the publishing house Mighty Current and its bookstore, who sold literary works critical of Beijing, have gone missing under mysterious circumstances; whereas two of them are EU citizens – Gui Minhai, a Swedish national, and Lee Po, a British national; whereas in January 2016 confirmation was received that both EU citizens were in mainland China, and, whereas there are suspicions that the remaining three are also there; whereas Lee Po was temporarily reunited with his wife on 23 January 2016 in an undisclosed location in mainland China; whereas the continuing lack of information about their well-being and whereabouts is extremely worrying;

WHEREAS an Association known as the Canadian Red Cross Society has been in operation for some years past, and was actively engaged during the late war in South Africa in contributing funds and tending the sick and wounded; and whereas the said association was in affiliation with the Society in England known as " The National Society for Aid to the Sick and Wounded in War" , and the work, operations and powers of the last named Society have now been transferred to and are being carried on, under the patronage of His Majesty King Edward the Seventh, by the British Red Cross Society, with which the Canadian Red Cross Society has now become affiliated; and whereas the International Conference of Geneva of 1863 recommended: " That there should exist in every country a Committee whose mission consists in co-operating in times of war with the hospital service of the armies by all means in its power" ; and whereas it is expedient that there should be a permanent organization in Canada in affiliation with the British Red Cross Society to carry out the purposes of the said treaty, and especially to secure supplies and to execute the humane objects contemplated by the said treaty, with the power to adopt and use the distinctive flag and badge specified by the said treaty in Article 7, on which shall be the sign of the Red Cross, and for the purpose of co-operating with the " Comité International de Secours aux Militaires Blessés" ; and whereas it is expedient that the existing association in Canada should be incorporated for the purposes aforesaid: Therefore His Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:—

I speak as someone who for the last 20 years has been very involved in all aspects of health care: in the financing of health care; in understanding how the health care system works at the provincial level and at the federal level; in understanding and working closely on issues of health promotion and disease prevention; and clearly, as president of the British Columbia Medical Association, in understanding the issues that affect the providers of health.

In the last fiscal year we have also, with Service Canada funding, delivered employment or transition from school to work events in British Columbia—three events in British Columbia—and we partnered with a number of community organizations and the provincial government in Nova Scotia to help deliver the symposium on inclusive education and employment last December in Halifax, which attracted more than 300 delegates.

The government has admitted that it has been working on it for the last year, but there has not been an expression to the people in the forest industry in British Columbia that the the government is working on this and understands the crisis and the severity of the situation.
