In June 2001 Brazil requested the establishment of a WTO panel to rule on the WTO-conformity of an anti-dumping measure imposed by the EU in 2000 on imports of malleable fittings from Brazil. Brazil challenged the EU measures on an unusually high number of grounds virtually covering the entire WTO Anti-Dumping Agreement. The panel report issued in March 2003 confirmed the EU findings on all major aspects of the investigation, including the existence of dumping and the injury caused by those dumped imports to the Community industry.
