In closing, let me say that, whatever is said by Senator Smith and others, this bill has but one goal: to allow a person, whose involvement in the present government has been as nearly pronounced as the retiring Prime Minister's, to call an early election on the phoney basis that, as a brand new leader, completely detached from those he was so closely associated with for nearly 10 years, he requires confirmation from the electorate for a new mandate at the earliest possible date.
