Definition: The main feature is loss of memory, usually of important recent events, that is not due to organic mental disorder, and is too great to be explained by ordinary forgetfulness or fatigue. The amnesia is usually centred on traumatic events, such as accidents or unexpected bereavements, and is usually partial and selective. Complete and generalized amnesia is rare, and is usually part of a fugue (F44.1). If this is the case, the disorder should be classified as such. The diagnosis should not be made in the presence of organic brain disorders, intoxication, or excessive fatigue.

Other forms of partnerships between research institutions, universities, hospitals or other bodies in developing countries and EU Member States to mitigate brain drain could include ‘shared work schemes’ in which scientists, researchers, doctors, technicians or other professionals from developing countries would share their work between an institution in their country of origin (University, hospital, research centre, etc.) and a partner institution in an EU Member State.

Since a third of the total cost of all diseases is attributable to diseases of the brain, the following measures are necessary: a substantial part of the funding for research into the life sciences should be devoted to the brain and its diseases, in particular Alzheimer’s disease, and the Seventh Framework Programme currently being negotiated should take this into account; a substantial share of spending on healthcare (prevention, diagnosis and treatment) should be devoted to these diseases; medical study programmes should be proportionately targeted against these diseases; a system of social protection should be set up, making it possible to give material support (care homes) and financial support to patients suffering from this disability and their families; and finally a European brain disease monitoring centre should be set up.

We will only be able to attract the best brains in the world if we have major research centres which are the best in the world. It is a simple, ambitious strategy, which the Commission is going to propose not least because I believe that, without it, we will have no chance of achieving the goals we ourselves have set.
