Underlines that investing in effective transport infrastructure has a key role for Europe to defend its competitiveness and pave the way for post crisis, long term economic growth; believes that the Trans-European transport networks (TEN-T) are vital in order to guarantee the proper functioning of the internal market and provide important EAV as they contribute to improving accessibility and interoperability between the various parts of the EU by guaranteeing cross-border links and eliminating bottlenecks, improving the use of traffic management and information systems, as well as assuring intermodality in cross-border infrastructure, which the Member States alone would not invest in; considers that the TEN-T should provide a genuine European core network rather than the aggregation of national projects and that the financing of core projects should be assessed and reviewed in the light of progress on the ground and EAV; strongly believes that TEN-T should, accordingly, be a key priority in the next MFF;

Considers that all external pipelines and other energy networks entering the territory of the European Union should be governed by transparent intergovernmental agreements and subject to internal market rules, including rules on third party access, destination clauses, supervision of allocation and bottleneck management, the duration of the contracts and take or pay clauses; calls on the Commission to ensure that current and future pipelines and commercial agreements respect the European energy acquis and to take action if necessary;

Improve the management of employment through: the modernisation and strengthening of labour market institutions, notably employment services; greater transparency and accessibility of employment and training and retraining opportunities at national and European level so as to reduce the time spent in the transition between jobs; development of language teaching to facilitate mobility and exchange of knowledge across Europe; better anticipation of skill needs, labour market shortages and bottlenecks; appropriate and rapid management of migration movements in the spirit of the Tampere Agenda (Integrated guideline No 19).

In addition to these principal commitments, Ruhrgas will improve the overall situation with regard to transparency, handling of requests for network access and bottleneck management.
